SPECIAL MEETING MINUTES
DESCHUTES COUNTY BOARD OF COMMISSIONERS
October 21, 1988
Acting Chairman Throop call the meeting to order at 11:05 a.m.
Board members in attendance were Tom Throop and Lois Bristow
Prante. Also present were Rick Isham, County Legal Counsel; Mike
Maier, County Administrator; Larry Rice, Public Works Director;
Neal Huston, Neal Huston, Architect; Larry Patterson, Bend City
Manager; Bob Nosler, Welcome Center Chairman; Tom Deatherage,
Architect and Welcome Center Project Coordinator.
Before the Board was discussion and consideration of the award of
construction bid for the Central Oregon Welcome Center. Two bids
were received: (1) Slayden Construction from Stayton bid
$1,382,300 plus $42,050 for alternatives for a total bid of
$1,424,350; (2) Modjeski & Mullican from Bend bid $1,364,000 plus
$45,700 for alternatives for a total bid of $1,409,700.
Accepting the low bid would require increasing our bond sale from
$1.4 million to $1.5 million.
Mike Maier recommended that we proceed with awarding the contract
to the low bidder.
PRANTE: I would move that we award the bid to Modjeski &
Mullican in the amount of $1,364,000 base bid plus
alternates of $45,700. My understanding is that we are
also looking to cut where we can.
THROOP: I'll second the motion.

Rick Isham stated that the documents would be ready to sign at
the October 24 Board of County Commissioners Work Session.
Neal Huston indicated that there were approximately 20
architectural, 5 electrical and 2 mechanical issues that can be
looked at to decrease the overall costs. Mike Maier indicated
that incorporation of some of these changes will bring the amount
down below the $1.4 million figure. This will hopefully allow a

small reserve for the unknown expenses that always come up during
the course of construction.
Mike Maier and Larry Patterson will be contacting the
participants in the Welcome Center to let them know that any
changes made by the participants that increase costs will have to
be made up by a design change to lower costs or that participant
will be individually responsible for those increased costs.
