Section 4, "Definitions", Ordinance No. PL -17, Sisters Urban Growth Boundary Zoning Ordinance, as amended, is further amended to include the following: "93A. Ouasi-Public. Land uses which are conducted by a church, service club, fraternal, philanthropic or charitable organization." Section 2. Section 13, "Highway Commercial District - CH", Ordinance No. PL -17, Sisters Urban Growth Boundary Zoning Ordi- nance, as amended, is further amended to read as follows: "Section 13. Highway Commercial District - CH. 1. Purpose. This district is intended to provide for those uses which have large site requirements and are oriented to highway access or provide service to the traveling public; and to present an archi- tecturally designed commercial area which promotes the historic/frontier theme which is important both to the community identity and as a tourism attractor. 2. Permitted Uses. The following uses are permitted outright in the CH district, subject to design review for architectural design compliance and to the provisions of Sections 28 through 34: A. Motel, including manager's residence. B. Eating or drinking establishments, including drive-in restaurant. C. Enclosed motor vehicle services and supplies with exterior pumps permitted. D. Office space incidental to outright uses. 1 - ORDINANCE NO. 88-038 E. Movie theaters, bowling alleys and other recreation uses with large site requirements. 3. Conditional Uses. The following conditional uses may be permitted, subject to conditional use permit by quasi-judicial hearing under the provi- sions of Section 20 and Sections 28 through 34: A. Building more than 35 feet in height. B. Public or quasi -public uses. C. Recreational vehicle parks subject to Section 29. D. Expansion of existing offices. 4. Height Regulations. No building or structure shall be hereafter erected, enlarged or struc- turally altered to exceed a height of 30 feet, except as provided in paragraph (3) above. 5. Lot Requirements. Lot requirements for each CH district will be determined by spatial require- ments for sewage disposal and associated land- scaped areas and off-street parking requirements. A. Side Yard. No requirement, except when a side lot line is abutting a lot in an R designated zoning district, and then the side yard will be a minimum of 15 feet with landscape and buffer requirements installed. B. Rear Yard. No requirement, except where a rear lot line abuts an R designated zoning district, and then the rear yard will be a minimum of 15 feet with landscape and buffer requirements installed. If utilized for on- site disposal, the rear yard will be land- scaped and maintained. C. Lot Coverage. No lot coverage requirement, provided spatial requirements for parking, sewage disposal and open space are satisfied. 6. Off -Street Parking and Loading. Off-street parking and loading space shall be provided as required by Section 32." Section 3. This Ordinance being necessary for the immediate preservation of the public peace, health and safety, an emergency 2 - ORDINANCE NO. 88-038 is declared to exist, and this Ordinance takes effect on its passage.
