Chairman Maudlin called the meeting to order at 10:00 a.m. Board
members in attendance were Dick Maudlin, Tom Throop, and Lois
Bristow Prante. Also present were Rick Isham, County legal
Counsel; Dave Hoerning, County Surveyor; Larry Rice, Public Works
Director; Craig Smith, Planning Director; Linda Swearingen,
Sisters Mayor; and Becky Brown, Sisters City Manager.
1. OUT-OF-STATE TRAVEL FOR PUBLIC WORKS EMPLOYEES
Before the Board were three out-of-state travel requests:
Gary Clark to attend Road and Street Supervisor's School in
Everett Washington; and Darcy Van Sant and Bob Dean to
attend Digital Equipment Corporation computer classes in
Santa Clara, California.
PRANTE: I would move approval for out-of-state travel for
Public Works Department Gary Clark, Darcy Van Sant
and Bob Dean.

SHOPPING CARTS IN STORE PARKING LOTS
Pat Green, 19955 Mahogany Street, Bend, came before the
Board to speak about the dangers of shopping carts that are
left in store parking lots. He would like to see an
ordinance prohibiting this with signs posted in store
parking lots. The Commissioners said they would research
the problem and discuss it with the City of Bend to see what
could be done.

ORDINANCE 88-038, AMENDING PL-17 SISTERS URBAN GROWTH
BOUNDARY ZONING ORDINANCE
Before the Board was a decision on Ordinance 88-038,
amending PL-17 Sisters Urban Growth Boundary Zoning
Ordinance. The public hearing was held last week on this
ordinance. It eliminates retail services in the area that
are not related to highway "tourist" traffic. The
representatives from Sisters indicated that they proposed
this amendment in response to the economic study by David
Evan and Associates that the County/Bend/Redmond and Sisters
had done which said that they needed to limit retail
development in the urban growth boundary until the town
grew. They stated there would be adequate retail space
within the city limits when the new sewer system was
installed in a couple of years. The study recommended the
limitation of any strip development through the
comprehensive plan. They would like orderly development
which would allow for large commercial areas i.e. motels,
restaurants, RV parks.

STREET PARKING AND MARKING OF REED MARKET ROAD
Randy Hobby, 333 SE Reed Market Road, Bend, brought up a
concern over the improvements being made to Reed Market
Road. He stated that the proposed improvements would not
allow street parking in the area and that putting a center
turn lane down the entire road was unnecessary and would
encourage passing. The Board explained that since this road
was the highest traveled arterial in the County that on-

street parking would not be safe. The Bend Urban Area
Bicycle Committee has indicated that Reed Market Road is a
main bicycle thoroughfare, and therefore bike lanes are
necessary. The Commissioners decided that the road would be
striped for turning lanes at the intersections only, however
the next time it was striped, it would be reevaluated.
