Chairman Maudlin called the meeting to order at 10:03 a.m. Board
members in attendance were Dick Maudlin and Tom Throop. Also
present were Rick Isham, County Legal Counsel and Larry Rice,
Director of Public Works.
1. CONSENT AGENDA
Consent agenda items before the Board were: #1, signature
of Order No. 88-072, refunding taxes; #2, appointment of
Orin Wallace to Board of Directors of Four Rivers Vector
Control District; #3, signature of sanitation inspection
agreement with Sisters School District; #4, appointment of
members to the Adult & Family Services Advisory Board.

2. DECISION ON PHELPS' CONDITIONAL USE APPLICATION
Since information was still coming in regarding the Phelps'
conditional use application for an alteration of a
nonconforming use, the decision was postponed to Wednesday,
November 9, 1988, 10:00 a.m., to allow time for review.
3. AGREEMENT WITH STATE HIGHWAY DIVISION REGARDING BRIDGE DRIVE
Before the Board was signature of an agreement with the
State Highway Division to provide services related to the
acquisition of rights-of-way for the reconstruction of the
bridge on Bridge Drive.
THROOP: I would move signature of the Agreement with the
State Highway Division.

4. WEEKLY WARRANT VOUCHERS
Total amount of weekly bills: $89,249.16

5. REFUND REQUESTS FROM COMMUNITY DEVELOPMENT
The Board approved signature of the refund requests from
the Community Development Department.
6. MENTAL HEALTH DIVISION INTERGOVERNMENTAL AGREEMENT
Before the Board was signature of Amendment No. 15 to the
Mental Health Division 87-89 Intergovernmental Agreement.
