DESCHUTES COUNTY BOARD OF COMMISSIONERS

Chairman Maudlin called the meeting to order at 10:06 am: toard
members in attendance were Dick Maudlin, Lois Bristow Prante, and
Tom Throop. Also present were Rick Isham, County Legal Counsel;
Larry Rice, Director of Public Works; and Craig Smith, Planning
Director.
1. CONSENT AGENDA
Consent agenda items before the Board were: #1, approval of
subgrant with Connolly Shelter Evaluation Center for family
crisis intervention services; #2, approval of signature of
personal services contracts with Bend LaPine School District
for physical therapy and augmentative communication services
to children in early intervention programs; #3, signature of
amendment to Mental Health Subcontract with Rising
Expectations Preschool; #4, signature of Order 88-079,
authorizing tax refunds and Order 88-080, deleting tax refunds
to Western Radio Services; #5, appointment of Francis Frasieur
to Special Road District No. 8; #6, signature of MP-88-10 for
Willis Gunnels, and acceptance of dedication on the Old
Redmond-Bend Highway South of Young Avenue; #7, signature of
conservation easement from Elizabeth Meier.

2. PUBLIC HEARING: ORDINANCE NOS. 88-034 & 88-035 PLAN AMENDMENT
AND ZONE CHANGE FOR MILITARY DEPARTMENT
Before the Board was consideration of Ordinances No. 88-034
and 88-035 which change the designation of certain property
from EFU-40 to Rural Industrial with a limited use combining
zone.
Craig Smith gave the staff report indicating that the parcel
of land was conveyed to the Military Department a couple of
months ago. Public hearings had been held and the hearings
officer recommended approval of the ordinances. No one from
the audience wished to speak.
PRANTE: I'll move first and second reading of Ordinances No.
88-034 and 88-035 by title only.

MENTAL HEALTH TRAINING
Before the Board was consideration of a training request from
the Mental Health Department. Since the seminar would be of
use to personnel county-wide, it was decided that Anne Van
Dusen would contact the speaker so see if the seminar could
be held in Bend.
THROOP: If the seminar can be scheduled in Bend before the
end of January, it should be so scheduled; but if
that isn't possible, we will approve the training
in Eugene.
PRANTE: I'll second that.

BID REJECTION FOR CHAIN LINK FENCE AT THE DEMOLITION LANDFILL
Before the Board was rejection of the sole bid for supplying
and constructing a chain link fence at the demolition

landfill. Since the bid from Mike's Fence Center was
considerably over the engineer's estimate, and other firms
indicated that they would have bid had they been given more
time and a performance bond had not been required. Larry Rice
stated that he did not feel a performance bond was necessary
for this project, and that he would like to rebid the job
without that requirement.
PRANTE: I would move that we proceed with the Public Works
Director's recommendation and reject this bid.

CHRISTMAS FOOD BOXES
Commissioner Prante stated that the Central Oregon Community
Action Agency Network puts up boxes in the community each year
for donations of canned food for needy families at Christmas.
The Board agreed to ask COCAAN to provide boxes for placement
in county buildings.
RESOLUTION 88-079. APPROPRIATIONS TRANSFER
Before the Board was Resolution 88-079, transferring
appropriations in the amount of $117,772.00 within the
Deschutes County general fund budget and directing entries.

MP-88-37 AND MJP-88-5 AND ACCEPTANCE OF DEDICATION
Before the Board was approval of signature of minor partition
MP-88-37 for Mr. and Mrs. Light for property on Cloverdale
Road; major partition, MJP-88-5, for Mr. and Mrs. Keith and
Mr. and Mrs. Whitehead; and acceptance of dedication subject
to signature by Legal Counsel and Community Development.

8. PREAPPLICATION MEETINGS
Before the Board was discussion of the current preapplication
meeting process. It was decided that the Public Works
representative would have a transportation evaluation ready
at the preapplication meeting if he had received enough
documentation prior to the meeting to prepare on. If not, he
was to state at the meeting that the evaluation would be
available as soon as the documentation had been reviewed.
9. WEEKLY WARRANT VOUCHERS AND REQUESTS FOR REFUNDS
Before the Board were requests for refunds from Community
Development and the weekly bills in the amount of $247,509.74.
