1988-29753-Minutes for Meeting December 21,1988 Recorded 12/22/198888-29'753 0095 0151 MINUTES DESCHUTES COUNTY BOARD OF COMMISSIONERS=.y.- December 21, 1988 Chairman Maudlin called the meeting to order at 10:00 a.m. Board members in attendance were Dick Maudlin and Tom Throop. Also present were: Rick Isham, Legal Counsel; Craig Smith, Planning Director; Larry Rice, Public Works Director; and Karen Green, Assistant Legal Counsel. 1. CONSENT AGENDA Consent agenda items before the Board were: #1, signature of final plat for Shevlin Center Business Park Phase I; #2, signature of final plat for Tamarack Park East Phase IV Subdivision; #3, signature of MP-88-33, East of Tumalo, for Vince and Debbie Bartha; #4, signature of MP-88-21, near Sisters, for Crown Pacific Ltd.; #5, signature of agreement with City of Bend for Water System for New Wagners Shopping Center; #6, signature of budgeted cash transfer Order 88-084; #7, signature of appropriations transfer Resolution No. 88- 086; #8, signature of Order 88-083, refunding taxes; #9, appointment of Roger Everett as ex-officio member of Solid Waste Advisory Committee; #10, signature of Cemetery plat for Meadow Pond Garden; #11, signature of MP-88-19 for Sunriver Properties and acceptance of dedication; #12, signature of MP- 88-38, off Innis Market Road, for Philip and Ruth Hanson; #13, signature of MP-88-42, off China Hat Road, for William Bundy and Avion Water Company. TRAFFIC SAFETY FUND Before the Board was consideration of three resolutions regarding the Traffic Safety Fund. Resolution 88-081 establishing the Traffic Safety Grant Fund, Resolution 88-082 appropriating $50,000 in grant funds from the Oregon Traffic Safety Commission into the Deschutes County Personnel Services Fund, and Resolution 88-087 transferring $146,990.00 of appropriations within various funds in the Deschutes County Budget. MP-88-18, MINOR PARTITION FOR DUKE & KITTY WARNER Before the Board was signature of MP-88-18, a minor partition for Duke and Kitty Warner on a parcel south of Tumalo Reservoir Road off of Mock Road. VOTE: PRANTE: Excused THROOP: YES MAUDLIN: YES ORDINANCE 88-043, EXTENDING SUNSET DATE FOR ALLOWANCE OF FILL AND REMOVAL AS A CONDITIONAL USE Before the Board was signature of Ordinance 88-043, amending the "Sunset" clause of Ordinance 88-056, which relates to fill and removal as a conditional use in certain zones, to March 31, 1989, in order to provide the Board of County Commissioners an adequate opportunity to review the provisions and to make a determination of public need. DESIGNATION OF SIGNER FOR PLATS Before the Board was designation of a signer for all plats needing to be signed by the Board on December 30, 1988, so they could be registered in the 1988 tax year. THROOP: I'll move that we designate the Chairman to sign on behalf of the Board. MAUDLIN: I'll second the motion.
