DESCHUTES COUNTY BOARD OF COMMISSIONERS Monday, December 19, 1988 Hearings Room, County Administration Building Chairman Maudlin opened the public hearing at 10:02 a.m. Board members in attendance were Dick Maudlin, Tom Throop, and Lois Bristow Prante. Also present were: Rick Isham, Legal Counsel; Karen Green, Assistant Legal Counsel; Craig Smith, Planning Director; George Read, Associate Planner. George Read gave the staff report indicating that the ordinance and the findings and conclusions before the Board were due to periodic review requirements by the Land Conservation and Development Commission and pertained strictly to the urban growth boundaries for the cities of Bend, Sisters and Redmond. This periodic review required that the County address any changes that had occurred within the urban growth boundaries and any changes in statute. Mr. Read stated that the Planning Commissions for Bend/Redmond (a joint commission) and Sisters recommended approval of the proposed Ordinance to the Board of County Commissioners. The Cities of Bend, Redmond and Sisters took the lead and did most of the work on the Ordinance and Findings and Conclusions, and their City Councils have adopted the changes. The County staff also recommended this ordinance be adopted as proposed. George Read further stated that, in the case of the Bend Urban Growth Boundary, there were changes due to the flood plain regulations which were consistent with the Federal Emergency Management Agency Guidelines. The mobile home section was changed to comply with State Statute changes. The amended ordinance also contained the same language as the City of Bend's Temporary Use Itinerant Merchant Ordinance and a similar Bed and Breakfast Section. Mr. Read also stated that since the Planning Commissions had attempted to amend the County Zoning Ordinance to be as consistent as possible with the Cities ordinances, there were a lot of "clean- up" changes that did not make changes in substance.
