MINUTES
DESCHUTES COUNTY BOARD OF COMMISSIONERS
January 4, 1989
Chairman Maudlin called the meeting to order at 10:15 a.m. Board
members in attendance were Dick Maudlin, Lois Bristow Prante, and
Tom Throop. Also present were Rick Isham, County Legal Counsel;
Craig Smith, Planning Director; Larry Rice, Director of Public
Works; Ralph Delamarter, Librarian.
1. LIBRARY FACILITIES IMPROVEMENT PLAN
Jim Scheppke, State Library Development Administrator; Ralph
Delamarter, Deschutes County Librarian; and Betty Kramer,
Deschutes County Library Board of Trustees presented a report
on the Deschutes County Library Facilities Improvement Plan.
Mr. Scheppke reported that the libraries in Deschutes County
were the second most heavily used libraries in the State of
Oregon, and that the Bend and Redmond facilities were at
capacity and needed new buildings. Sisters has a 3,000 sq.
ft. facility being built this year, and LaPine has adequate
space but needs improvements. He projected the cost of the
two new facilities (excluding the site and parking costs) to
be $4.9 million for the Bend Headquarters library and $1.6
million for the Redmond Branch. Extensive work has been and
will continue- to be done with the citizens of Deschutes
County to determine what types of facilities and services are
needed and wanted by the community. They hope to have a bond
measure ready for the May 1990 ballot.
2. RESOLUTION 89-001, ACCEPTING PETITION FOR VACATION OF THE 504
ROAD, ENGINEER'S REPORT, AND ORDER 89-002, SETTING A DATE FOR
A PUBLIC HEARING
Before the Board was signature of Resolution 89-001, accepting
a petition for vacation of a portion of the 504 Road through
BLM land, acceptance of the engineer's report, and signature
of Order 89-002, setting Wednesday, February 15, 1989, at
10:00 a.m. as the date for a public hearing to consider the
vacation.
PRANTE: I would move consideration of the resolution
accepting the petition to vacate road 504, and the
acceptance of the engineer's report, and setting the
public hearing for 2-15-89 at 10:00 a.m.

REDEMPTION OF FORECLOSED PROPERTY
Before the Board was consideration of a request by Vern Belt,
the record owner, to redeem his foreclosed property by payment
of the back taxes, interest, and fees in the amount of
$1,595.22 due January 15, 1989.
PRANTE: I would move that we agree to the redemption of
foreclosed property by Vern Belt when he pays the
amount specified.

INSURANCE FOR PSYCHIATRIC SECURITY REVIEW BOARD CLIENTS
Before the board was signature of a letter to the State Mental
Health Division requesting that it provide liability insurance
coverage for Deschutes County for services performed by the
community mental health program for Psychiatric Security
Review Board clients.
