County Jail Policy.

BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS "`9F
DESCHUTES COUNTY, OREGON, as follows:
Section 1. That a staffing pattern which provides l*r tre
corrections officers and one corrections clerk on duty at'.aillul
times be adopted, effective April 1, 1989. The staffing pattern
would also include a court escort officer five days a week and a
full -time jail administrator (Lt. Jenkin).
Section 2. That four new employees be placed into the "cor-
rections clerk" job position with duties that are not performed
by a classic corrections officer (i.e. they operate the communi-
cation equipment, remote control security mechanisms, process but
do not distribute inmate mail, perform typing and filing duties,
handle the telephone needs, keep an eye on the monitoring cameras
which we would consider to be supplementary to the inmate sur-
veillance functions, but they do not enter the cell areas or
perform "hands on" corrections functions.) These new employees
would be trained in those new duties, including their role in
emergency response situations.
Section 3. That the sheriff /jail administrator reassign, on
a permanent basis, the existing 17 regular corrections officers
to staff the four corrections officer positions (i.e. the first
officer, the second officer, the utility officer and the court
escort officers.)
Section 4. That Lieutenant Jenkin serve full -time, on a
permanent basis, as the Jail Administrator effective March 1,
1989, i.e. that she only works a corrections officer shift when
it is absolutely necessary and cannot be handled by corrections
officer overtime. In the interim prior to March 1, 1989, (i.e.
effective immediately) Lt. Jenkin serve as a full -time Jail
Administrator so that she can perform as ordered by this Resolu-
tion.
Section 5. That when "out of the courthouse" prisoner
transport is required or where more than one individual is
necessary to perform court escort services, that the function be
handled by other sheriff's deputies or by corrections officers
who are not filling one of the four positions on that shift.
Section 6. That effective February 6, 1989, three hours of
outdoor exercise will be provided to each inmate weekly, and that
activity will be,governed by a policy which is functionally

equivalent to that pursued by Malheur County as memorialized in
the Partial Stipulated Judgment. The sheriff is to purchase
suitable footwear and outerwear, and to pay any overtime neces-
sary to provide supervision for exercising inmates in the interim
until the new staffing levels are achieved. An "outdoor exer-
cise log" is to be maintained to document the level of activity
provided.
Section 7. That Effective February 6, 1989, the level of
visitation will be raised from one -half hour per inmates, three
times a week, up to a new level of one -half hour per inmate, four
times a week. The sheriff is to pay whatever overtime is neces-
sary to achieve this function in the interim before the new
staffing levels are achieved. A "visitors' log" is to be main-
tained to document the level of activity provided.
Section 8. That an indoor exercise room be constructed as
soon as practical at the site of the existing evidence room. The
following equipment will be relocated there or purchased: rowing
machine, stationary exercise bike, and a "Universal" gym (or
weights or "Solo - Flex "). By March 1, 1989, the jail admini-
strator (with review by the County's attorneys) shall draft a set
of implementing policies which allow each inmate at least one
hour of indoor exercise daily.
Section 9. That by March 1, 1989, the jail administrator
and County's attorneys shall finalize a revised Inmate Manual
which will incorporate recent policy changes and appropriate
portions of this Resolution.
Section 10. That by March 1, 1989, the jail administrator
and County's attorneys shall finalize the Medical Policy Proce-
dures Manual currently in draft form. The medical policy will be
based upon the content and format of those governing the provi-
sion of medical care in the Malheur County Jail.
Section 11. That by March 1, 1989, the jail administrator
and County's attorneys will finalize revisions to a Sanitation
Policy and Procedure which will be based upon those that were
adopted in the Malheur County Jail.
Section 12. That effective immediately, mattresses will be
disinfected between inmates' usage using appropriate commercially
available spray formulas.
Section 13. That by March 1, 1989, the jail administrator
will consult with the state fire marshal for the purpose of
updating existing policies so that they contain a detailed and
written fire safety plan which addresses prevention measures,
authorized fire suppression efforts by jail staff, evacuation
procedures, fire scene authority, jail staff training and
periodic fire drills.

Section 14. That by March 1, 1989, the sheriff will pur-
chase flame retardant pillows and pillow cases for the inmates,
and the pillows will be disinfected between inmates' use through
an appropriate commercially available spray formula.
Section 15. That effective February 15, 1989, the four
"side cells" of the Deschutes County Jail shall only be used for
inmates who must be segregated for medical reasons, disciplinary
violation sentences, on administrative segregation pending
disciplinary hearings, and for legitimate protective custody (in
that order).
Section 16. That by March 1, 1989, the jail administrator
and County's attorneys will make those revisions to the facility
Rules of Prohibited Conduct and Disciplinary Procedures necessary
to meet constitutional requirements.
Section 17. That by March 1, 1989, the jail administrator
will review the classification policies and implementing forms to
make sure that they are appropriate to facilitate inmate safety
and the security of the Deschutes County Jail.
Section 18. That by March 1, 1989, the jail administrator
will review existing new policy governing intervention in situa-
tions of inmate assault, attempted suicide or medical emergen-
cies and make revisions that are necessary under the new staffing
level.
Section 19. That by March 1, 1989, the jail administrator
and County's attorneys will review and make any necessary revi-
sions to jail policy in the area of food service to insure that
the rotating menu is approved by a dietician and that meals are
subject to a random analysis on a quarterly basis.
Section 20. That the showers in the A, B, and C tanks (and
other sections where necessary) be re -tiled to facilitate a
sanitary and healthful environment.
Section 21. That the existing law library volumes will
continue to be maintained. By March 1, 1989, the jail admini-
strator and County's attorneys will finalize a policy for accord-
ing inmates' access to the law library material.
Section 22. That by April 1, 1989, the jail administrator
and County's attorneys shall review the Deschutes County Jail's
operational policies and make such other revisions as are
necessary.
