1989-03399-Minutes for Meeting February 08,1989 Recorded 2/16/1989s9-03399 0095 0597 MINUTES DESCHUTES COUNTY BOARD OF COMMISSIONERS February 8, 1989 Chair Prante called the meeting to order at 10:02 a.m. Board members in attendance were Dick Maudlin, Lois Bristow Prante, and Tom Throop. Also present were Craig Smith, Planning Director; Rick Isham, Legal Counsel; and Al Driver, Public Works. 1. CONSENT AGENDA Consent agenda items before the Board were: #1, signature of final plat for Sunriver Business Park III; #2, signature of Development Agreement for Avion Water; #3, reappointment of Delorus Mills to Special Transportation Fund Committee; #4, signature of Conservation Easement for Larry and Rachel Baker; #5, chair signature of OLCC Application for Tumalo Emporium. AWARD OF BID FOR HERBICIDE APPLICATOR Before the Board was award of bid for an herbicide applicator to Cibolo Manufacturing who was the low bidder at $32,670. The herbicide applicator will be used for roadside vegetation control, to improve traffic safety, maintain a free flowing drainage system, eliminate noxious weeds, increase road system longevity and reduce the fire hazard. REPORT ON GEOTHERMAL DEVELOPMENT AT NEWBERRY CRATER Chandler Swanberg, Ph.D, president of Geo-Newberry Crater, Inc., gave a report on the progress of the group formed of geothermal businesses and environmental representatives to PAGE 1 BOARD MINUTES: 2/8/89 MlCROFlIMED MAR -1 1989 X995 9593 review the issues involved in making the Newberry Crater a National Monument and geothermal development at the Crater site. He stated numerous beneficial economic and environmental results from a coordinated geothermal development and National Monument designation at Newberry Volcano. He asked for the Board's support for both the National Monument at Newberry Volcano and responsible geothermal development through the goals that were agreed upon by the group. THROOP: I would move that the Deschutes County Commission support, in principle, the establishment of a monument in cooperation and conjunction with responsible geothermal development on the Newberry Volcano and to include in that motion those five criteria that Chandler indicated: (1) the preservation of unique geological features, (2) the guidelines established so the administration of the monument guarantees that the structure that existed for geothermal development outside the monument prior to the establishment of the monument is retained for geothermal consideration in the future, (3) that the concept of slant drilling be supported, (4) that there be the recognition that there needs to be access and electrical line corridors and, (5) that a compensation package will be arrived upon for those existing leases that need to be retained in public ownership for the purposes of the monument. WARRANT VOUCHERS AND REFUNDS FROM COMMUNITY DEVELOPMENT There were weekly bills in the amount of $112,421.67 and refunds from Community Development. MAUDLIN: I move payment subject to approval. VECTOR CONTROL Before the Board was a report on Vector Control Standards and Recommended Policy by Matt Holmes from the Deschutes Basin Resource Committee. The report recommended that any Vector Control Plan using the pesticide baytex be denied because of its toxicity to aquatic organisms and the availability of other less toxic products; and that baytex and resmethrin not be applied to streams containing fish. Matt Holmes said he had discussed the use of baytex with the Department of Fish and Wildlife, and they agreed it should not be used. He said that the Department of Fish and Wildlife should be sending a letter to the Board soon requesting that the Board deny the use of baytex. Claude Sprouse, formerly director of Four Rivers Vector Control District, reiterated that pesticides harmful to the environment should not be used. Commissioner Throop indicated that the Board accepted the report from the Deschutes Basin Resource Committee with a hearty thanks for the work they have done. 6. ORDINANCES 89-003 & 89-004 MANUFACTURED HOUSING CRITERIA Commissioner Maudlin stated that the Board would continue to accept written testimony regarding ordinances 89-003 and 89- 004, Manufactured Housing Criteria, until February 22 when the Board will announce its decision.
