1989-05927-Minutes for Meeting February 23,1989 Recorded 3/16/198989-05927 0095 0846 CONTINUATION OF PUBLIC HEARING VECTOR CONTROL DISTRIC4% HA ( 6 PH 4: 31 10:00 a.m. , February 23, W6 SU- PENHEOL -T _ Community Development Meeting ~iY CLERK Deschutes County Administration Building Before the Board was a continuation of the February 22, 1989, public hearing concerning review and approval of Vector Control District Plans. Board members present were Lois Bristow Prante and Tom Throop. Also attending were: Ted Fies, Department of Fish and Wildlife; Norman DeWitte, DRRH Unit 6 Vector Control District; Bruce Landolt and Claude Sprouse, Four Rivers Vector Control District; Buck Simmons, Redmond aerial spraying company. Steve LaVelle, Lazy River Vector Control District, was unable to attend but had submitted information in writing. Bruce Landolt, Director of Four Rivers Vector Control District, stated their program had not changed from the past four years, and included: (1) identifying and mapping larval habitat; (2) source reduction; (3) treatment of surviving larvae with BTI; (4) treatment of surviving adults with Scourge; (5) education of residents on elimination of unnecessary habitat. He said they use BTI in granule form with aerial spraying so it will not hang up in the trees. He stated that Baytex killed the insects indiscriminately and interrupted the food chain. Ted Fies, Fish and Wildlife, stated that the best part about using BTI was that it was a very narrow spectrum pesticide. It had a protein that was toxic to a very narrow spectrum of the insect population and did not harm mammals or birds. Also, there were no environmental problems with using it. Norman DeWitte expressed concern over the cost of using BTI. He felt it would be more expensive than Baytex and less effective. Commissioner Prante questioned whether it would be possible for the Four Rivers Vector Control District to do the spraying for DRRH Unit 6. Claude Sprouse said that the statues allowed for annexation or merger, however, he said Four Rivers would nofi''~w&-WtMED PAGE 1 VECTOR CONTROL DISTRICTS: 2/23/89 G I~ //7 0095 0847, to merge if the taxpayers in their district had to pay more due to the merger. Bruce Landolt said there might be a possibility of contracting the services if a merger didn't work out. Commissioner Prante stated that her basic philosophy was to look at the information submitted and the costs to the taxpayer and then move in the direction of the safest alternative. She also would like to move in the direction of handing the Vector Control District Plan approval process over to a group that was more equipped educationally and scientifically to make those of decisions. She said she didn't feel it was appropriate for the Board of Commissioners to make decisions on scientific matters without the proper educational background. Commissioner Throop stated that the Deschutes Basin Resource Committee, which included a broad spectrum of professionals from the community, took an extensive look at the pesticide issue and came to a unanimous opinion that the County should not allow the use of organophosphates near the upper river. He said he felt the Board was charged with finding how to get the job done in the safest fashion for the least amount of taxpayer dollars. He said the Board wanted the Vector District to use a more narrow, nonorganophosphate pesticide after this year. Commissioner Prante stated that the Board would contact the Clearinghouse and forward to the Vector Control Districts the information/guidelines for getting approval from the Clearinghouse prior to plan submission to the Board next year. Buck Simmons stated that the people who sell the chemicals told him that Scourge was not economically feasible to use in the concentrations that were necessary to be effective.
