Chair Prante called the meeting to order at 10 : ,
members in attendance were Dick Maudlin, Lois Bristo*' hi4R9nd
Tom Throop. Also present were Rick Isham, County Legal Counsel and
Lyn Huntington, Health Department Director.
1. CONSENT AGENDA
Consent agenda items before the Board were: #1, appointments
of Alma Hudson and Audrey Rector to the Bend Cascade View
Estates Tract 2 Special Road District; #2, appointment of
George Williams to Newberry Estates Special Road District
Board of Directors.

2. INSURANCE AGENT OF RECORD
Before the Board was approval of staff recommendation to
designate Fred. S. James as Deschutes County's Insurance Agent
of Record.
MAUDLIN: I would like to declare a conflict of interest.
THROOP: I would move that the Commission engage Fred. S.
James and Company as our insurance agent of record
and support the committee and legal counsel's
recommendation.
PRANTE: I will second that.

3. WEEKLY WARRANT VOUCHERS AND REFUNDS FROM COMMUNITY DEVELOPMENT
Before the Board was approval of the weekly warrant vouchers
in the amount of $142,505.70 and refunds from Community
Development.
MAUDLIN: I'll move payment of weekly warrant vouchers and
refunds subject to consideration.

DESCHUTES COUNTY HEALTH DEPARTMENT PRENATAL CLINIC

Before the Board was approval of the Health Department's plan
for division of liability between the County and St. Charles
Hospital for the doctors and nurses who may be involved in
Prenatal Clinic business while at work at the Hospital. Lynn
Huntington said that the following proposal would be made to
the hospital: Of a small designated group of nurses who were
involved in the prenatal clinic, one would always carry a
pager so that any of the women who developed questions or
problems would be able to reach a knowledgeable person. If
that person were working at the Hospital at the time the call
came, the County would still have liability. Commissioner
Maudlin stated that the possible malpractice liability for the
County could be extensive, however legal counsel indicated
that any suits against the County would be limited by the
state statute. The Commissioners felt that the need for
prenatal care in the community was significant enough to
accept the increased liability risks.

Before the Board was signature of an interagency agency
agreement between the Department of Justice and the Deschutes
County Health and Mental Health Departments. The Crime
Analysis Center of the Department of Justice would provide
technical assistance to the County in the areas of research,
sampling, data collection, analysis and report preparation for
Phase One of the Deschutes County Child Abuse Prevention
Project (Teen Parent).

6. DECLARATION OF DEDICATION
Before the Board was signature of a declaration of dedication
that designated a driveway as a County road. In the patent
that the County received from BLM, the driveway involved in
the dedication was reserved as a public right-of-way.

7. ORDER 89-014 MERGING CAMP SHERMAN RFPD INTO SISTERS RFPD
Before the Board was signature of Order 89-014, merging the
Camp Sherman Rural Fire Protection District into the Sisters
Rural Fire Protection District.

8. RESOLUTION 89-017, DECLARING INTENT TO TRANSFER PROPERTY TO
CITY OF BEND
Before the Board was signature of Resolution 89-017, declaring
intent to transfer property in Kenwood Gardens in Bend to the
City of Bend, setting a public hearing date for April 12,
1989, and providing notice of hearing.

9. LETTER TO KEVIN CONCANNON STATING COUNTY CONCERNS
Commissioner Throop stated that he and Anne Van Duzen, Mental
Health Director, would like to send a letter to Kevin
Concannon, Director of State Department of Human Resources,
regarding the equity issue and the increasing crush of
paperwork that the state required. He said 40% of Mental
Health Division clinical staff time was currently spent on
paperwork required by the State Mental Health Division.
PRANTE: I would like to entertain a motion that we sign upon
review.
THROOP: I'll move that we sign the letter and send it. The
motion is contingent upon review and satisfaction
of our internal parties.
