Also present were Karen Green, Assistant Legal Counsel and Terry Carlson, County Planner. 1. CONSENT AGENDA Consent agenda items before the Board were: #1, signature of city plat for Awbrey Butte Homesites, Phase Seven; #2, signature of MP-88-49 in the Raintree Subdivision; #3, chair signature of agreement for placement of sculpture at the Welcome Center; #4, signature of Order 89-016, tax refunds; #5, signature of agreement with Administrative School District #1 for transfer of property for LaPine Branch Library. PUBLIC HEARING: ORDINANCE 89-007, TO ALLOW PLANNED UNIT DEVELOPMENTS IN SUNRIVER Before the Board was a public hearing on Ordinance 89-007, amending P1-15 to allow planned unit developments within the planned community-multiple family residential district in Sunriver. Paul Zartman, Architectural Compliance Inspector for the Sunriver Owners Association spoke in favor of the ordinance. He said the request for the change came from the Sunriver design committee. Terry Carlson gave staff report indicating that the hearings officer approved the ordinance change. She said this ordinance would allow a mixture of single family housing and muti-family units in the same development. MAUDLIN: I would move first and second reading of Ordinance 89-007 by title only. ORDER 89-017, CASH TRANSFERS Before the Board was signature of Order 89-017, transferring cash in the aggregate amount of $700,000 within various fund of the Deschutes County Budget. RESOLUTION 89-018, APPROPRIATIONS TRANSFER Before the Board was signature of Resolution 89-018, transferring appropriations within various funds of the Deschutes County Budget and directing entries. MAUDLIN: Move signature of Resolution 89-018. PRANTE: Second. VOTE: PRANTE: YES THROOP: Excused MAUDLIN: YES 5. WEEKLY WARRANT VOUCHERS The total amount of weekly bills was $241,180.93. PRANTE: Second VOTE: PRANTE: YES THROOP: Excused MAUDLIN: YES REMOVAL OF BUILDING MATERIALS FROM COUNTY-OWNED PROPERTY Before the Board was a request from Darrell Duggins to remove building materials from a piece of County-owned property. Karen Green confirmed that it would assist the County to have the materials removed because of the current safety hazard. Since the cost of purchasing liability insurance was more than the materials were worth, Mr. Duggins agreed to sign a liability waiver and not to allow anyone else to work with him. MAUDLIN: I move we allow Mr. Duggins to remove the salvageable material and clean it up subject to signature of a release. PRANTE: Second.
