Chair Prante called the meeting to order. Board members in
attendance were Tom Throop, Dick Maudlin, and Lois Bristow Prante.
Also present were Rick Isham, County Counsel; Larry Rice, Public
Works Director, and Mike Maier, County Administrator.
Larry Rice, Public Works Director, gave the budget report. He
indicated that the mission of the sewer district was to maintain
the collection and discharge system, and to maintain the treatment
plant. The proposed operating budget for 89-90 was $85,030. This
year's Bancroft Bond payment would be $75,000.
He said that two years ago, when the County took over the
administration of the 7th Mountain County Service District there
was a negative budget balance, but that it now had a beginning cash
balance estimated at $15,500. He said they had been very
conservative in their expenditures, and that their major
expenditure was contract services to hire the hire environmental
training consultants to manage the plant which included one full-
time and one part-time staff who were certified by state law to run
the plant. He stated that the County Public Works Department
received $1,200 for administrative expenses.
He stated that a possible problem had surfaced when a recent lab
analysis of the effluent showed three times the allowable nitrogen
content for land application as fertilizer. He said they would
have the effluent retested and if it remained too high, they would
have to find a means to discharge the effluent other than over
land. The DEQ would be concerned about the excess nitrogen getting
into the groundwater.
He expressed concern that the pumps which have been in place for
6-7 years have never been serviced. If they were to fail, the
return pumping system would also fail, so a major expenditure in
the budget was for equipment repair and maintenance. Commissioner
Maudlin asked how long it would take to replace the pumps if they
did go out. Larry Rice said it would take 2-3 days to replace the
pumps, and that there was a holding pond that would hold 2-3 days
of effluent. He stated that the sewer system was currently
operating at maximum capacity.
