MINUTES
DESCHUTES COUNTY BOARD OF COMMISSIONERS
May 17, 1989
Chair Prante called the meeting to order at 10:00 a.m. Board
members in attendance were Dick Maudlin, Lois Bristow Prante, and
Tom Throop. Also present were Rick Isham, County Legal Counsel;
Craig Smith, Planning Director; Larry Rice, Director of Public
Works; Mike Maier, County Administrator; Al Driver, Public Works.
1. CONSENT AGENDA
consent agenda items before the Board were: #1, signature of
Clinical Affiliation Agreement between Central Oregon
Community College and the Deschutes County Health Department;
#2, signature of final condominium plat for The Ridge, Stage
IV in Sunriver; #3, signature of final subdivision plat in
Eaglewood at Sunriver for Stan Christiansen; #4, signature of
Order 89-031, transferring cash within various funds of the
budget; #5, signature of Resolution 89-032, transferring
appropriations.

2. BLM RIGHT-OF-WAY GRANT
Before the Board was chair signature of a Right-of-way grant
with the Bureau of Land Management to authorize County access
to the ground water monitoring wells and access road to the
Southwest Landfill.

3. AWARD OF NORTH CANAL BOULEVARD PROJECT
Before the Board was award of bid for the Norib banal
Boulevard project in Redmond to R. L. Coats, who was'"thy low
bidder, at $349,806.00.

4. RESOLUTION 89-032. AUTHORIZING EMERGENCY REPAIR OF KOHLFIELD
ROAD
Before the Board was signature of Order 89-032, authorizing
the emergency repair of Kohlfield Road, a local access road,
as a single project.

5. MOON SITE ROCK RESOURCE AGREEMENT
This issue was postponed to the work session on Tuesday,

$62,992.35.

7. BARGAIN AND SALE DEEDS TO THE BRANDTS
Before the Board was signature of two Bargain and Sale Deeds

the consideration of $1,100.00 and $950.00

the Central Cascade Cycling Club race to be held on May 20,
1989, on Alfalfa Road.

12. LIVESTOCK LOSS CLAIM FROM CHRISTY CAMPBELL
Before the Board was approval of a livestock claim from
Christy Campbell for two seven-week-old lambs killed on May 7,
1989. The claim documents were filed within the 10-day limit
required by statute. The Campbells requested $125 to cover
the full replacement cost of the lambs, however, the Board
historically has set the value for the livestock loss claim
based upon the current market value which was determined to
be $87 for both lambs.
