BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON

RESOLUTION NO. 89 -038
WHEREAS, the Board of County Commissioners of Deschutesy,,,
County, Oregon, initiated the review of the operation and staff;
ing of the Deschutes County Correctional Facility (Facility) '011
or about August 15, 1988; and
WHEREAS, the County has retained independent legal counsel
for the purpose of reviewing, and where necessary, suggesting
improvements to the operational policies under which the correc-
tional facility operates, the facilities, and staffing of the
facility; and
WHEREAS, on February 1, 1989, the Board of County Commis-
sioners adopted Resolution No. 89 -011 setting forth anticipated
changes in the facility, improvements in the policies under which
the facility operates, increases in the number of permanent staff
assigned to the correctional facility, additional amenities for
the inmates and augmentation of recreational and visitation
opportunities; and
WHEREAS, significant progress has been achieved with respect
to the matters set forth in Resolution No. 89 -011; and
WHEREAS, it becoming clear to the Board of County Commis-
sioners and Sheriff under the continuing study of the facility
for the period from February 1, 1989, to the present, that
additional changes will be beneficial to the operation of the
facility; now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
DESCHUTES COUNTY, OREGON, as follows:
Section 1. That the staffing pattern for the correctional
facility be amended to provide for four correction teams assigned
to the facility. Each corrections team shall consist of four
correctional officers, including a sergeant. One corrections
team shall be on duty at all times in the facility. In addition
to the four corrections teams, there shall be three utility
officers assigned to the facility and four correction clerks
assigned to the facility. This staffing pattern will provide a
minimum of three correctional officers on duty in the facility
twenty -four hours a day. In addition, a clerk shall be assigned
to duty twenty hours per day. The three utility officers shall
be assigned to provide inmates with exercise and visitation
during the day shift and officer relief duty.

Section 2. That two new transport /booking officers shall be
assigned to transport duty, court escort and booking functions
from 8:00 a.m. to 5:00 p.m., Monday through Friday. Not more
than one utility officer assigned to the facility pursuant to
Section 1 of this resolution shall be utilized by the Deschutes
County Sheriff for the purposes of providing transport, booking
and court escort between the hours of 8:00 a.m. and 5:00 p.m.,
Monday through Friday.
Section 3. That the population of Deschutes County Correc-
tional facility is hereby reduced to a maximum of 42 inmates as
follows:
A Section - 5 inmates;
B Section - 7 inmates;
C Section - 11 inmates;
Women's Section - 3 inmates;
Segregation - 2 inmates;
Work Release and Trustee Dorm - 10 inmates;
Isolation Unit - 4 inmates.
Isolation units shall not be used for housing general population
inmates who do not require medical, disciplinary or administra-
tive segregation.
Section 4. That the new medical policy drafts shall be
finalized and distributed for review by correction staff by
June 26, 1989. The Jail Administrator shall adopt a new medical
policy by July 5, 1989. After a two -week study period by the
facility staff, the Jail Administrator shall train and test all
correction facility personnel on the medical policy by August 1,
1989.
Section 5. That effective August 1, 1989, a doctor shall
hold office hours within the correctional facility at least one
day per week. The correctional facility nurse will continue to
work full -time, forty hours per week.
Section 6. That plans, drawings and the arrangement for
contractors for the construction and shower repairs has been
arranged. These repairs and improvements shall be completed no
later than October 15, 1989.
Section 7. That currently drafted operational policies,
including sanitation policies, fire policies and mail policies,
shall be finalized and adopted no later than July 15, 1989.
Section 8. That after adoption of the new medical policies
and new operation policies, a revised inmate manual shall be
completed and distributed no later than August 1, 1989.

Section 9. That in addition to supervision and approval of
the facility menus by the corrections nurse, effective July 1,
1989, all menus shall be reviewed and approved by a qualified
dietician.
Section 10. That the staffing needs of the correctional
facility shall be immediately met by the assignment of necessary
personnel to fill all positions authorized under this resolution.
The Sheriff shall immediately institute recruitment for the new
positions authorized hereunder, however, in no event shall the
Sheriff choose not to immediately fill an authorized position.
