1989-19848-Minutes for Meeting August 02,1989 Recorded 8/8/198989-19848 0096 0795 MINUTES DESCHUTES COUNTY BOARD OF COMMISSIONERS August 2, 1989 Acting Chair Throop called the meeting to order at 10:00 a.m. Board members present were Dick Maudlin and Tom Throop. Also present were: Larry Rice, Public Works Director; Rick Isham, County Counsel; and Sue Stoneman, Juvenile Department. 1. CONSENT AGENDA Consent agenda items before the Board were: #1, authorization for Public Works Director to sign Forest Service Special Use Permit for the Southwest Transfer Station; #2, signature of Personal Services Contract with Bend Recycling; #3, signature of Personal Services Contract with Ralston-Barber Communications; #4, signature of Mental Health Services Subcontract with Great Expectations Preschool; #5, signature of Mental Health Services Subcontract with LaPine Preschool for Handicapped Children; #6, signature of Mental Health Service Subcontract with Education Service District; #7, was postponed one week; #8, chair signature of Law Enforcement Services Agreement with Prineville BLM; #9, signature of Boating Safety and Law Enforcement Services Contract with State Marine Board; #10, signature of city mylar for Williamson Park 5th Addition; #11, signature of city mylar for Williamson Park 4th Addition; #12, chair signature of liquor license renewals for M.J.'s Terrebonne Tavern, Deschutes Fly and Tackle, Inn of the Seventh Mountain, Oregon Shellfish Systems Inc., Chen's Garden; #13, appointments of Jim Carlton and Paul Peterson and reappointments of David Malkin, John McMurran, Darrell Davidson, and Hank Fegette to 9-1-1 Service District Board of Directors; #14, signature of Ruth Wahl to the Deschutes County Planning Commission; #15, signature of Order 89-058, establishing portions of Fadjur Lane and Alexandrite Drive as County Roads. PUBLIC HEARING ON FINAL ORDER 89-036, VACATING A PORTION OF HUNTINGTON ROAD Before the Board was a public hearing on final Order 89-036, vacating a portion of Huntington Road. Larry Rice gave a staff report indicating that this portion of Huntington Road was left when the highway was relocated. The Board had declared its intent to vacate said portion of Huntington Road by Resolution 89-035 and held a public hearing on August 2, 1989. A.W. Borden testified that the property ran in front of his business, LaPine Garage and Towing. He said that when the State Highway Division took up the asphalt, they left big holes which he would like to level and gravel. VOTE: PRANTE: Absent THROOP: YES MAUDLIN: YES ORDER 89-057, EMERGENCY WORK ON PUBLIC BRIDGE ON MOUNTAIN SHEEP LANE Before the Board was signature of order 89-057, which would authorize emergency work on a public bridge on Mountain Sheep Lane. Larry Rice reported that the bridge had a log jam that was threatening the safety of the structure and boaters, and that the local road district did not have the funds or the equipment to remove the log jam. He said that Doug Coats bid $4,290 to remove the log jam at the bridge. MAUDLIN: I move signature of Order 89-057. TECHNICAL ASSISTANCE GRANT AWARD FROM JUVENILE SERVICE COMMISSION Before the Board was signature of a Technical Assistance Grant Award from the Juvenile Service Commission. Sue Stoneman reported that eight Eastern Oregon counties were pooling their funds to have an assessment and diagnostic tool prepared that would be completed on each youth who would come through the Juvenile Department. The counselors and intake staff would be trained in how to question the youth and fill out the assessment form. MAUDLIN: I move chair signature of the request for Technical Assistance Grant. VOTE: PRANTE: Absent THROOP: YES MAUDLIN: YES MP-89-9 FOR MICHAEL AND JILL GEIL AND ACCEPTANCE OF DEDICATION Before the Board was signature of MP-89-9, a minor partition creating two parcels southwest of Redmond for Michael and Jill Geil and acceptance of Declaration of Dedication for road and utility purposes.
