RESOLUTION NO. 89 -073 REVIEW :NSEL Cuu4Srj x 3)kU UN .r.'Jl 0096 0923 WHEREAS, the Central Air Service Task Force has proposed the development of the Central Oregon Air Service Master Plan Project and its pre - project planning costs on the basis that the develop- ment project will result in the creation of employment; and WHEREAS, the real property upon which the development project will be located is the Redmond Municipal Airport; and WHEREAS, the proposed Central Oregon Air Service Master Plan Project is described in Exhibit "A," attached hereto and by this reference incorporated herein; and WHEREAS, the Central Oregon Air Service Task Force has requested that Deschutes County participate in the development of the Master Plan by making a grant of $3,000.00 from the Economic Development Revolving Fund of Deschutes County; now, therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, as follows: Section 1. The Board finds that the grant for the develop- ment project entitled Central Oregon Air Service Master Plan will be used for pre - project planning costs, that the grant will not exceed one -third of the pre - project planning costs of the devel- opment project and the approval of the grant is in the public interest. Section 2. That the development project entitled Central Oregon Air Service Master Plan proposed by the Central Oregon Air Service Task Force, as set forth in Exhibit "A," be approved in accordance with Section 2.16.065, Deschutes County Code, in the amount of $3,000.00. The plan springs from Central Oregon's present and future economic needs and expectations. Once these development goals, benefits and requirements are determined, the role of air service in this development is determined. AIR SERVICE DEVELOPMENT As the next step, the Master Plan sets out the present air market structure, traffic volume and service levels -- the developmental base line. An analysis is then performed to determine present service adequacy, and the immediate requirement for new service. Traffic in present markets is then projected out ten years to determine realistic service goals. Part of the traffic projection process involves the expected economic development of Central Oregon, particularly the tourism sector which generates substantial inbound air passengers. An essential factor in the air market projects is the level and structure of air fares. The Master Plan will set out the present level and structure of air fares, and set goals for the future which reflect the travel needs of Central Oregon residents and business, and the needs of inbound visitors. Competition is the key to good service at reasonable fares. The present and future requirements for air service will consider this need for competition on a realistic basis. Destructive competition is to be avoided. To help reach air service development goals, marketing programs will be addressed, those expected of Central Oregon's airlines as well as those expected of the Central Oregon communities. The Master Plan will stress the need for airlines and the community to approach air service as a partnership where both share risks and benefits. AIRPORT DEVELOPMENT With an idea of the type and volume of air service over an extended period, the facilities requirements of the airport serving Central Oregon will become clear, and an orderly preparation can commence (and be incorporated into the airport's Master Plan). Since the airport is benefiting the Central Oregon region, it may be an unfair financial burden on the City of Redmond to bear all of the airport's development costs. Therefore, some financial solutions will be addressed in the Master Plan, including the feasibility of an airport authority. The Master Plan will also consider potential revenue generating activities at the airport to support airport facilities development and operation. 0096 0926 GROUND TRANSPORTATION DEVELOPMENT To make the airport available to as many potential air travelers as possible, an efficient air transportation system must be developed which reaches into all areas of the Central Oregon region with frequent connections to and from the airport. The Master Plan would recommend strategies to achieve such a system, one which would be composed of public and private companies, including the car rental companies. With a strategy for ground transportation, there will be a greater understanding with regard to the airport road system and parking. GOVERNMENT SUPPORT PROGRAMS The Master Plan will also identify the various state and federal funding and technical support programs available to Central Oregon for its air service, airport and ground transportation development efforts. This will include F.A.A. funding programs which now contribute to airport facilities development. ACTION PLAN The final and critical element is the Action Plan which will contain the strategy for implementing the development program. The Action Plan implementation will include funding, a program for a periodic assessment and updating of the Master Plan, and the continuing management structure. The following is an outline of the Master Plan program indicating each of the steps and the general responsibilities for completion.
