Acting Chair Throop called the meeting to order at 10:03 a.m.
Board members in attendance were Dick Maudlin and Tom Throop. Also
present was Rick Isham, County Legal Counsel.
1. CONSENT AGENDA
Consent agenda items before the Board were: (1) signature of
Resolution 89-074, authorizing Community Development
Department Director to approve refund requests; (2) signature
of Resolution 89-070, approving the Juvenile Services
Comprehensive Plan for 89-91; (3) signature of Resolution 89-
072, establishing petty cash account for 9-1-1; (4) chair
signature of liquor license renewal requests for Casa De
Ricardo, Rock Springs Guest Ranch, China Ranch, Three Creeks
Lake Store, Deschutes River Trout House, Hank's Meats, Elk
Lake Resort, Famous Brooklyn Bar & Restaurant; (5) postponed
one week; (6) signature of Indemnity Agreement with Bend Metro
Park and Recreation District for the High Desert Triathlon.

2. ORDINANCE 89-021 AND RESOLUTION 89-073, FINANCIAL SUPPORT FOR
AIR SERVICE TASK FORCE
Before the Board was signature of Ordinance 89-021 adding
"Section 2.16.065 Development Projects - Grants" to the
Deschutes County Code which would authorize grants from the
County for pre-project planning costs for development
projects; and signature of Resolution 89-073, approving the
Central Oregon Air Service Master Plan Project as a
Development Project and making a grant of $3,000.00.
MAUDLIN: I would move first and second reading of Ordinance
89-021 by title only.

ORDER 89-064 SALE OF TAX FORECLOSED PROPERTY TO EUGENE A.
MOORE AND BARGAIN AND SALE DEED
Before the Board was signature of Order 89-064 providing for
the sale of foreclosed property to Eugene A. Moore, record
owner, for past due taxes, penalties, deed costs, recording
fees, and administrative fees in the amount of $15,839.82.
Also before the Board was signature of a Bargain and Sale Deed
conveying the foreclosed property to Mr. Moore.

OUT-OF-STATE TRAVEL REQUEST FROM SHERIFF'S DEPARTMENT
Before the Board was a request from the Sheriff's Department
for out-of-state travel for two officers to attend a drug and
alcohol enforcement seminar in Seattle Washington on
August 23-25. One of the officers would be driving his own
car, and the total cost of both officers attending was
approximated at $385.000

per the letter.

WELFARE FRAUD PROSECUTION AGREEMENT WITH AFS

ORDER 89-065, CANCELLING SALE OF PROPERTY
Before the Board was signature of Order 89-065, cancelling the
sale of property to Cecil and/or Glory Black pursuant to Order
89-008 and refunding their money. After the property was
purchased in the Sheriff's sale, information regarding the
parcel brought into question whether or not the tax parcel
identified in the foreclosure proceedings actually existed.
