Also present were Rick Isham, County Legal Counsel and Larry Rice, Director of Public Works. 1. CONSENT AGENDA Consent agenda items before the Board were: #1, appointment of Dale Lorentson to Special Road District #6; #2, approval to expend $5,100 from Taylor Grazing Fund; #3, signature of Personal Services Contract with Douglas Reinthal to coordinate alcohol and drug early intervention program; #4, signature of two Personal Services Contracts with Transcentral for the transportation of DD adults and early intervention clients; #5, signature of liquor license renewals for Twin Lakes Resort, Bend Golf Club, Tom's Market, Brothers Stage Stop, Black Butte Grocer, Wickiup Junction, Wood Mark Bowl, and Pai4ina Lake Resort; #6, signature of State Health Grant esion #1, increasing the family planning grant; #7, ~..Si.g ture of MP 88-41 and acceptance of Declarations of ..tellpation for John Purtzer; #8, signature of MP-88-51 at :wRl Village III. ,MAUDLIN: I'll move approval of the consent agenda. 65THR P: I'll second the motion. STREET NAME CHANGED FROM VILLAGE WAY TO ROMAINE VILLAGE WAY Before the Board was a request from the residents of Romaine Village for approval to change the name of village Way to Romaine Village Way. Commissioner Throop stated there was only one addressee on Village Way, Castle Homes, who enthusiastically supported the change. VOTE: PRANTE: YES THROOP: YES MAUDLIN: YES ORDER 89-074 AND BARGAIN AND SALE DEED FOR D & S KLUM TRUST Before the Board was signature of Order 89-074 providing for the sale of tax foreclosed property upon the payment of past due taxes and penalties in the amount of $20,418.13, and signature of Bargain and Sale Deed conveying said property to D & S Klum Trust. VOTE: PRANTE: YES THROOP: YES MAUDLIN: YES BLACK BUTTE RANCH SERVICE DISTRICT PETITION Before the Board was acceptance of petitions for the formation of a Black Butte Ranch Service District which could include the operation of the following services: fire protection, security, sewers, water supply, vector control, solid waste disposal, and emergency medical services. The Board also set the first hearing date as Wednesday, September 27, 1989 at 9:00 a.m. MAUDLIN: My assumption is that this is merely the acceptance of the petition and setting the hearing date and I so move. WAIVER OF WAITING PERIOD TO HIRE CRISIS/PRECOMMITMENT COUNSELOR Anne Van Dusen, Mental Health Director, requested approval from the Board to fill her upcoming Crisis/Precommitment Counselor position without a two-month waiting period due to the high work load. The Commissioners agreed the recommended waiting period was not appropriate in this situation. MENTAL HEALTH SUBCONTRACT WITH OPPORTUNITY FOUNDATION OF CENTRAL OREGON Before the Board was signature of a Mental Health Services Subcontract with the Opportunity Foundation of Central Oregon for the following programs: (1) Activity Centers for out- of-home programs for adults with developmental disabilities; (2) Sheltered Services Program providing long-term sheltered employment services to severely disabled individuals with developmental disabilities; (3) Supported Employment programs providing long-term, individualized support to severely disabled DD persons in employment settings; and (4) Semi- Independent Living Programs providing residential support and skill training to severely handicapped, mentally retarded, and developmentally disabled adults. MAUDLIN: Move signature of Mental Health Services contract with the Opportunity Foundation of Central Oregon. THROOP: Second the motion. RESOLUTION 89-077 APPROPRIATIONS TRANSFER Before the Board was signature of Resolution 89-077 transferring appropriations in the amount of $108,707 within various funds of the budget. VOTE: PRANTE: YES THROOP: YES MAUDLIN: YES BLOCKING OF PUBLIC ROAD Before the Board was approval for the Public Works Department to block a public road to limit access to an area west of the Demolition site which has been used for illegal dumping and discharging of firearms. The new property owners of the 1700 acres have been working with the Public Works Department to close the access to the property by providing a locked access for security patrol. THROOP: I'll move approval for blocking the access of the public way into that 1700 acres. MAUDLIN: I second the motion. VOTE: PRANTE: YES THROOP: YES MAUDLIN: YES CENTRAL & EASTERN OREGON JUVENILE JUSTICE CONSORTIUM CONTRACTS Before the Board was signature of three Central and Eastern Oregon Juvenile Justice Consortium contracts for: (1) the supervision of programs related to youth conservation for youth who are in danger of being committed to the state training school or who are on parole from the state training school, (2) a Sex Offender Treatment Program in a custodial setting for the same potential youth group, and (3) the Tracker program which provides direct supervision for high risk clients. VOTE: PRANTE: YES THROOP: YES MAUDLIN: YES AMENDED INDEMNITY AGREEMENT FOR THE HIGH DESERT TRIATHLON Before the Board was signature of an amended Indemnity Agreement with Bend Metro Park and Recreation changing the course of the High Desert Triathlon. VOTE: PRANTE: YES THROOP: YES MAUDLIN: YES MIDSTATE ELECTRIC OFFER FOR POWER AT LAPINE INDUSTRIAL PARK A Midstate Electric representative came before the Board to propose an agreement to provide power to developing sites at the County-owned LaPine Industrial Park. He said that Midstate Electric would provide power to the industrial park as a community orientated project if the County would agree to be the collection agency and to reimburse Midstate Electric for their costs upon sale of the lots or at the end of ten years. If Midstate Electric had not been fully compensated at the end of 10 years, the County could then renegotiate the remaining payment with Midstate. The Board felt that Midstate's proposal was very reasonable and community oriented. Midstate had estimated the costs associated with adding power to the developing sites at $18,000, however before an agreement were signed, actual cost figures would be determined and become a part of the agreement. The Board asked that Midstate work with Deschutes County's Counsel to proceed with the preparation of a contract to finalize these discussions.
