SURFACE MINING PUBLIC HEARING AND 8137
DECISION MEETING

October 27, 1989
Chair Prante opened the public hearing at 10:05 a.m. Board members
in attendance were Tom Throop and Lois Bristow Prante. Also
present were Karen Green, Community Development Director: George
Read, Planning Director: and Randy Davis, Assistant Region
Geologist for the Oregon State Highway Division.
SITE 432 (State Highway Division site on SW flank of Finley Butte)
George Read gave the staff report indicating that this was an
existing site on the SW flank of Finley Butte. The site was 5.85
acres with 160,000 cu yds of aggregate and was currently zoned F2.
The staff recommended surface mining with the standard conditions
including seasonal operating conditions as set forth by ODF&W.
Burlington Northern Railroad and the Forest Service were notified
of this public hearing.
Randy Davis testified that the site was adjacent to Forest Service
Land and was used every two or three years for sanding material
which was stockpiled at the LaPine maintenance station.
SITE 499 (State Highway Division site 1/2 mile west of Millican)
George Read reported that this site was approximately 1/2 mile west
of Millican along both sides of the highway. It was 13.7 acres
with 50,000 cu yds of ODOT quality aggregate. There was evidence
that the site had been used in the past. It was currently zoned
SM with a Landscape Management Combining Zone. The staff and
Planning Commission recommended it be zoned surface mining with the
standard conditions including seasonal operating conditions as set
forth by ODF&W because it was in the antelope winter range. Six
surrounding property owners were notified of this public hearing.
Randy Davis said the Highway Division would often crush and
stockpile rock during the winter, but he did not feel that working
with the ODF&W on seasonal operating conditions would be a problem
for them.
SITE 524 (State Highway Division site seven miles NW of Hampton)
George Read reported that this site was about 1/2 mile from the
highway and was currently zoned surface mining. It was 40 acres
in size with 300,000 cu yds of ODOT quality aggregate. Staff
recommended standard conditions with seasonal operating conditions
as set forth by ODF&W. R. L. Coats was the only property owner

besides the State Highway Division that was notified of the public
hearing on this site.
There being no one who wished to testify further, Chair Prante
closed the public hearing on sites 432, 499 and 524.
SITE 432 (OSHD)
THROOP: I'll move surface mining zoning for site 432 with the
standard conditions described by George Read which
reflect both the recommendations of staff and the
Planning Commission, including the ODF&W provision.

SITE 499 (OSHD)
THROOP: Move that site 499 be zoned for surface mining and that
the standard conditions recommended by both staff and
Planning Commission be imposed including language which
would have the Highway Division of the Department of
Transportation meeting the conditions requested by ODF&W
through the site plan negotiation process.

THROOP: Move that site 524 be zoned for surface mining and that
the standard conditions recommended by staff and the
Planning Commission be included, including the ODF&W

Upon finding another item needing to be discussed, Chair Prante
reopened the meeting.

SITE 467 (KNORR ROCK)
George Read said that the Planning Commission recommended taking
this site off the inventory. He also expressed concern over the
visibility of the site.
THROOP: I'll move we postpone till 10:00 a.m. Monday morning for
full consideration by the Board given the concerns that
are raised.
