1989-31187-Minutes for Meeting November 01,1989 Recorded 11/22/198902017 89-31IS MINUTES ^ f, SURFACE MINING DECISION MEETING HUTES COUNTY BOARD OF COMMISSION`ER5 Lam' November 1, 1989 Chair Prante called the meeting to order at 10:45 a.m. Board members in attendance were Dick Maudlin, Tom Throop and Lois Bristow Prante. Also present were Karen Green, Community Development Director and George Read, Planning Director. SITE 467 (Knorr Rock site) George Read reviewed the maps and photograph that were in the file with the Board. He said the Planning Commission recommendation was not to zone this site for surface mining because of the visual impact from mining up the hill. Commissioner Maudlin said the reason he wanted to zone it surface mining at the bottom of the hill was so some of the sharp slopes in the area could be removed. The question he had was whether just zoning five acres near the bottom of the hill would be enough resource for the owners to want to mine the area. There was a lady's home in the area that had a straight up and down hill near her. The owners of the site said if just the corner were zoned surface mining, they would slope the hill better. Commissioner Prante asked what would be the minimum amount that the owner would need in order to grade the slope? Commissioner Throop said another way of putting the question would be, what was the minimum amount that would motivate the owner to get in and mine the area and reduce the slope? Commissioner Maudlin said the owners had testified they wanted about fifteen acres. Karen Green said that the southwest corner of TL 601 was a 10 acre parcel. Looking at the maps, they determined that a 15 acre parcel would go too far up the hill which would not be visually acceptable. Commissioner Maudlin suggested just zoning the five acres in the southwest corner. The Commission considered the trade off of the visual impact of zoning even five acres along the bottom of the hill for surface mining versus the need for reducing the existing slope in the area. Karen Green stated that the Planning Commission obviously felt that any impact above the pit was unacceptable. Commissioner Throop said he felt the Board should go along with Planning Commission recommendation. P~ 039 - OZ88 THROOP: I'll move that we support the Planning Commission recommendation by finding that the open space and scenic resources are of a higher priority than the cinder resource that's on the site. MAUDLIN: I'll second the motion.
