Chair Prante called the meeting to order at 10:03 a.m. Board
members in attendance were Dick Maudlin, Tom Throop and Lois
Bristow Prante. Also present were Rick Isham, County Legal
Counsel; Karen Green, Community Development Director; George Read,
Planning Director; Mike Maier, County Administrator; Darrell
Davidson, Sheriff; Larry Rice, Public Works Director; and Dennis
Maloney, Director of Corrections.
1. RESOLUTION 89-097 ACCEPTING REDMOND URBAN RENEWAL PLAN
Before the Board was consideration of signature of a
Resolution approving the South Airport Industrial Area Redmond
Urban Renewal Plan for redevelopment along and adjacent to
Highway 97 and the Burlington Northern Railway. It was
brought before the Board since part of the South Airport
Industrial Urban Renewal Area was located outside the Redmond
City limits and within the Urban Growth Boundary.
THROOP: I'll move Board signature of Resolution 89-097
accepting the Redmond Urban Renewal Plan subject to
review.
MAUDLIN: Second the motion.
Commissioner Maudlin expressed concern with the way this
project was being financed, especially since the City of
Redmond already had the highest tax base in Deschutes County.
He felt the project could increase the number of children in
the Redmond Schools without increasing the amount of tax
dollars going to the schools.
Commissioner Throop said he agreed with the City of Redmond
that financing through the Special Public Works Fund would
have been preferable. However since it was not available and
the infrastructure needed to be delivered to the site in order
for the area to develop, he was supportive of the Redmond
Urban Renewal Plan.
Commissioner Prante said she strongly supported forming the
urban renewal district in order to provide the infrastructure
to allow the property to develop. She felt it was an
investment by the Redmond community which would significantly
lower the tax base in the future.

2. QUITCLAIM OF COUNTY-OWNED PROPERTY TO GARY AND DIANA FIGGINS
Before the Board was a request from Gary and Diana Figgins to
have the County deed to them county-owned property running
between their home and right-of-way on Emerson Road. The lots
in the area were very narrow and when they attempted to
remodel their home, they exceeded the lot coverage requirement
of the City of Bend. The other property owners along the five
foot strip had already purchased or been deeded the property
from the County. The City gave the Figgins a letter stating
the City of Bend had no interest in the five foot strip of
land. Rick Isham reported that the property had no value and
therefore did not need to go to auction.
