WORK SESSION MINUTES
DESCHUTES COUNTY BOARD OF COMMISSIONERS
December 4, 1989'8 {
Chair Prante called the meeting to order at 10 a.m. Board members
in attendance were Dick Maudlin, Tom Throop and Lois Bristow
Prante. Also present were: Rick Isham, County Legal Counsel; Dave
Hoerning, County Engineer; Al Driver, Transportation and Solid
Waste Director; Karen Green, Community Development Director; Mike
Maier, County Administrator; Anne Van Dusen, Mental Health
Director; and Dennis Maloney, Corrections Director.
1. TRAFFIC SIGNAL AGREEMENT AT NEW WAGNERS ON HWY 97/MURPHY ROAD
Before the Board was a Cooperative Improvement Agreement with
the Department of Transportation and Wagners Superstore Inc.
for the construction and maintenance of a traffic signal and
roadway improvements to provide an acceptable traffic
circulation pattern I:s!he area of the new Wagners Superstore
at proposed The DalC lifornia Highway No. 4 and Murphy
Road intersection. Afte the signal light is installed, the
State of Oregon would p vide the maintenance and Deschutes
County would pay for t e power costs associated with the
operation of the traffic signal.
MAUDLIN: I move we sign the traffic signal agreement for
Murphy Road/Hwy'97 subject to review.

2. APPOINTMENT OF BOARD OF COMMISSION MEMBER TO BOARD OF
EQUALIZATION
THROOP: I would move that Chair Lois have the opportunity
to serve on the Board of Equalization during the
coming term.
MAUDLIN: I think that's a great idea.

3. WAIVER OF TITLE REPORT REOUIREMENT
Before the Board was a request to waive the requirement that
Dave Pick pay for a Title Report when dedicating a right-of-
way to the County. Karen Green said that Larry Rice, the
Public Works Director, had indicated he was willing to pay the
costs associated with the Title Report since Mr. Pick had
agreed to dedicate the right-of-way to the County at no cost.
