Chair Throop called the meeting to order at 10 a.m. Board members
in attendance were Dick Maudlin, Tom Throop, and Lois Bristow
Prante. Also present were Rick Isham, County Legal Counsel and
Mike Maier, County Administrator.
1. CONSENT AGENDA
Consent agenda items before the Board were: #1, signature of
MP-89-56 for William Hayhurst; #2, withdrawn; #3,
reappointment of Betty Arnold to Bend Cascade View Estates
Special Road District Board of Director; #4, appointments of
Theola Freitas and Shirley Lorentson to Deschutes River
Recreation Homesites Vector Control District; #5, approval
for release of Deschutes County Bicycle Guide; #6, signature
of contract with Crose Consulting for ground courier services
for Deschutes County Library; #7, signature of Order 90-017
amending order 90-002 legal description of vacation; #8,
signature of Personal Services Contract with Transcentral; #9,
signature of Mental Health Services Subcontract with All
Outdoors, Inc.; #10, approval of out-of-state travel request
from Public Works for employee computer training; and #11,
moved to regular agenda.

2. RESOLUTION 90-005 PROPERTY TAX PROGRAM GRANT DOCUMENT DETAIL
AND BUDGET, AND APPOINTMENT OF GRANT CONTACT PERSON
Before the Board was signature of Resolution 90-005 approving
the Property Tax Program Grant Document Detail and Budget.
Mike Maier reported that the grant application had been
prepared based upon the anticipated revenues from the new tax
base being submitted to the voters on May 15, 1990. Should
the tax base not be approved by the voters, the County would
expect the State Grant Funds to be adjusted reflecting the
change. He also said that the grant was predicated on the
State's guarantee that the State would reimburse at least 25%
of Deschutes County's Assessment and Taxation costs. If the
State should reduce this percentage, he felt the County should
have the option to review the budget again and take hatever

action would be needed to deal with the adjustments.
Commissioner Throop said a letter had been received from the
Department of Revenue requesting the Commissioners to appoint
a Grant Contact Person.

3. PUBLIC HEARING: ORDER 90-021 FORMING CHEYENNE ROAD AND
COMMANCHE LANE LID
Before the Board was a public hearing on the formation of a
Local Improvement District for certain dedicated public roads
know as a portion of Cheyenne Road and Commanche Lane.
Dave Hoerning gave the staff report. He said well over 60%
of the 78 property owners in the proposed LID had signed a
petition requesting that a local improvement district be
formed. The Engineer's report was accepted by the Board on
January 3, 1990, and today's public hearing was set for
remonstrances. He said letters were mailed to all of the
property owners currently listed in the County Assessor's
records on January 8, 1990. Public Works had received six
remonstrances which was 7.7% of the total property owners.
The estimated cost of the improvement was $174,125.00 which
would be $2,232.37 per property owner.
Michael Douglas Aid, 59641 Cheyenne Road, Bend, OR 97702,
testified that he owned two lots in the proposed LID. He
opposed the road improvements but had not submitted a written
remonstrance. He was concerned that the speeding traffic
would only increase once the road was improved and was
concerned for the safety of the children in the area.
No one else from the audience wished to testify.
Dave Hoerning said that because Mr. Aid owned two lots, he
would count as two remonstrances which would bring the
percentage of remonstrances up to 10% of the total properties.
He said there needed to be 50% remonstrances to stop the
formation of the LID.

4. PUBLIC HEARING ON PIONEER LOOP LID
Before the Board was a public hearing on the formation of a
local improvement district on Pioneer Loop.
Dave Hoerning gave the staff report. He said over 60% of the
property owners had signed a petition requesting the LID.
Letters were mailed to the property owners currently listed
in the County Assessor's records on January 8, 1990. The
Department of Public Works had received 13 remonstrances on
the LID which constituted 56.5% He said one of the lots was
owned by the County, and with the County lot excluded from
the vote, the remonstrances would be 59%. He suggested the
Board ask Legal Counsel to prepare an order abandoning this
project.
No one from the audience wished to testify.

5. POLICY ON OUTSIDE EMPLOYMENT FOR COUNTY EMPLOYEES
The Board decided to discuss this item at the Department Head
retreat scheduled for February 7, 1990, from 1:30 to 5:00 p.m.

Before the Board were weekly bills in the amount of
$91,416.65.

7. REDUCTION OF LOBO'S MOTORCYCLE CLUB'S INSURANCE
Before the Board was a request from the Lobo's Motorcycle Club
to reduce its insurance requirement to $300,000 which had been
accepted by the County and the BLM in the past. Rick Isham
said that the only County involvement in the Lobo's motorcycle
race was where the race crossed two county roads. At each
county road crossing there would be a check point and crossing
bars, and the motorcycles would come to a complete stop until
authorized to proceed by check point personnel.
MAUDLIN: I would move that we grant the request to the Lobo's
Motorcycle insurance to $300,000.
