A Resolution Providing For the
Calling of a County Tax Base
Election in Deschutes County,
Oregon, on May 15, 1990, For the
Purpose of Submitting to the
Qualified Voters of Deschutes
County, Oregon, the Question of
Establishing a New Tax Base For
the Purpose of Applying the
Limitation on Taxation Set Forth *
in Article XI, Section 11, Oregon *
Constitution; and Providing a
Ballot Title.
RESOLUTION NO. 90 -008
WHEREAS, the Board of County Commissioners of Deschutes
County, Oregon, has determined that a new tax base should be
established as authorized by Article XI, Section 11, Oregon
Constitution, in order to permit the proper operation of county
affairs within the limitation contained in Article XI, Section
11, Oregon Constitution; and
WHEREAS, it is necessary to submit the question of estab-
lishing a new tax base to the legal voters of Deschutes County,
Oregon; now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
DESCHUTES COUNTY, OREGON, as follows:
Section 1. Date of Election. The measure set forth in
Section 2 of this Resolution shall be submitted in the manner
prescribed herein to the qualified voters of Deschutes County,
Oregon, at a county tax base election to be held May 15, 1990,
the statewide primary election.
Section 2. Form of Ouestion. At the county tax base
election, there shall be submitted to the legal voters of
Deschutes County, Oregon, for their approval or rejection, the
following measure:
Title: To Establish a Tax Base.
Question: Shall Deschutes County be authorized a $7,790,237
tax base beginning July 1, 1990?
Explanation: Expanded library, jail and corrections operations
will be funded.

Bend, LaPine, Redmond and Sisters libraries
receive $510,000 more per year for books and
services.
Lock -up capacity for law violators will be
doubled. Funds develop and operate a lock -up work
center for drug dealers, drunk drivers, burglars,
poachers, sex abusers and other criminals.
New dollars only for library services and criminal
justice activities. The tax base maintains
current services.
Library and criminal justice programs cost is
estimated at 40 cents per thousand dollars as-
sessed value for the 1990 -91 fiscal year. Pro-
posed tax base of $7,790,237.00 will result in an
estimated tax rate for all county services of
$2.59 per thousand dollars assessed valuation for
the 1990 -91 fiscal year. The estimated tax cost
for this measure is an ESTIMATE ONLY based on the
best information available from the county asses-
sor at the time of estimate.
Tax base will be limited to an annual increase of
six percent (6 %) pursuant to Article XI, Section
11, Oregon Constitution. County's current tax
base is $5,907,088.00.
Section 3. Notice. The county clerk shall give notice of
the election as provided in the general election laws.
Section 4. Filing. Immediately following passage, this
Resolution shall be filed with the Deschutes County Clerk.
