ORDER NO. 90-025 DES CJUM`_�totjit�_, WHEREAS, on February 20, 1990, the Board of County Commis- sioners adopted Resolution No. 90-008, submitting to the quali- fied voters of Deschutes County, Oregon, a tax base measure in the amount of $7,790,237.00 beginning July 1, 1990; and WHEREAS, the Board of County Commissioners having made the decision to include the measure, its ballot title and explanatory statement in the state voters' pamphlet; now, therefore, THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, ORDERS as follows: Section 1. That the county tax base measure as set forth in Resolution No. 90-008 be referred to the qualified voters of Deschutes County, Oregon, at the May 15, 1990, statewide primary election be published in the state voters, pamphlet in accordance with Chapter 1.12, Deschutes County Code, and that the explana- tory statement for voters pamphlet marked Exhibit "A," attached hereto and by this reference incorporated herein, be submitted as the county's explanatory statement. The county has proposed a comprehensive county- wide library project which includes improvements and new consquctidn in tend, LaPal-ne, Redmond and Sisters. Approval of this measure will authorize $510,000 more per year for books and library services in these,communities. This funding will allow Deschutes County libraries to fully serve the residents of Deschutes County with a quality library program. Deschutes County's jail capacity is inadequate to incarcerate law violators. Funds are identified in the new tax base to develop and operate a lock-up work center for drug dealers, drunk driver, burglars, poachers, sex abusers and other criminals. The county's corrections division will develop the sanctions it needs to deal with these law violators by doubling the lock-up capacity and providing work crew programs to make violators responsible for their actions. New funds in the county's tax base will not be used to maintain the current level of services which will be funded under the existing tax base. The estimated cost of the library, jail and corrections programs is 40 cents per thousand dollars of assessed value for the 1990-91 fiscal year. The homeowner with a $60,000 home would expect to pay $24 per year at this estimated tax rate for these programs. The estimated tax rate for this tax base is $2.59 per $1,000 of assessed value for the 1990-91 fiscal year. The County cannot respond to the citizens needs for safer communities without these funds. The county cannot operate new and better libraries without these funds.
