REVIEWED 1536 C01jNSEL__, OF DESCHUTES COUNTY, 'OREGON ORDER NO. 90-026 MICROFILM% J MAR WHEREAS, on February 20, 1990, the Board of County Commis- sioners adopted Resolution No. 90-009, submitting to the quali- fied voters of Deschutes County, Oregon, a general obligation library bond measure in the amount of $9,243,260 beginning July 1, 1990; and WHEREAS, the Board of County Commissioners having made the decision to include the measure, its ballot title and explanatory statement in the state voters' pamphlet; now, therefore, THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, ORDERS as follows: Section 1. That the county general obligation library bond measure as set forth in Resolution No. 90-009 be referred to the qualified voters of Deschutes County, Oregon, at the May 15, 1990, statewide primary election be published in the state voters' pamphlet in accordance with Chapter 1.12, Deschutes County Code, and that the explanatory statement for voters pamphlet marked Exhibit "A," attached hereto and by this refer- ence incorporated herein, be submitted as the county's explana- tory statement. w, t -b - A DATED this day of 1990. A county -wide library computer system will interconnect the libraries in each community making all county library books available to all county residents. Book collections in all four libraries will be substantially increased. The Deschutes County Library System is one of the most heavily used in Oregon. There were more than 300,000 visits to Bend, LaPine, Redmond and Sisters libraries in the past year. More than 50,000 library cards are issued. The library loaned almost 600,000 books last year, about 8.4 books for every Deschutes County resident. When compared with similar Oregon libraries, the Deschutes County Library is heavily used, yet has inferior facilities and fewer books. The library system is at a crossroads. Collections and services cannot be maintained unless overcrowding is relieved. The Bend building, designed to hold 59,000 books, currently holds more than 90,000. The Redmond building, designed for 8,000 books, today holds more than 17,000. New buildings will provide for improved parking, more shelving for books and adequate space for people to use books -- space for books, programs and services the public wants the library to provide. . The current computer system is used by library staff only and does not interconnect the library system's four branches. The new computer system will allow both the public and library staff to find a book by author, title or subject; know immediately if a book is checked out or on the shelf; locate books in any of the four branches; and reserve a book at any branch.
