Also present were Bruce White, Assistant Legal Counsel; George Read, Planning Director; Larry Rice, Public Works Director; and Paul Blikstad, Planner. 1. CONSENT AGENDA Consent agenda items before the Board were: #1, signature of Slope Easement for Rock Springs Guest Ranch on Tyler Road; #2, chair signature of Revision #3 of Grant Award from Oregon Health Division to Deschutes County Health Department; #3, chair signature of 30-day Extension of Interim 90-Day Note with U.S. National Bank; #4, signature of Resolution 90-007 establishing an Imprest Cash Account for the Community Corrections Work Program; #5, signature of Order 90-023, amending Tax Refund Order 89-103; #6, signature of Refund Order 90-024; #7, signature of final mylar for Skyline Ridge Subdivision; #8, signature of Deer Pointe Village Phase I subdivision plat. PUBLIC HEARING: ORDINANCES 90-012 AND 90-013 ZONE CHANGE FOR FRED MEYER Before the Board was a public hearing on the applications from Fred Meyer, Inc. for a Plan Amendment and Zone Change to change the Bend Area General Plan designation and the Zoning on two tax lots from RS, Urban Standard Residential, to CH, Highway Commercial. The subject tax lots (approximately 4.33 acres) were located adjacent to Reed Lane between the lane and the Central Oregon Irrigation canal and were described as 18- 12-8AB, tax lots 300 and 302. VOTE: PRANTE: Excused THROOP: YES MAUDLIN: YES PUBLIC HEARING ON ORDER 90-012 ANNEXING TERRITORY TO RURAL FIRE PROTECTION DISTRICT #1 AND SETTING FINAL PUBLIC HEARING DATE Before the Board was a public hearing regarding Order 90-012 which would approve the petition for annexation of territory to the Deschutes County Rural Fire Protection District #1 and setting a final public hearing for March 14, 1990. Diana Barker, from Trout Realty and representing the development area being annexed, asked if there were any problems foreseen with the annexation. Commissioner Maudlin stated that the Board had confused this fire district with another district, and that the Board had no concerns regarding this annexation request. No one else from the audience wished to testify. MAUDLIN: I would move signature of Order 90-012 approving the annexation of territory and setting the final public hearing for March 14, 1990. PUBLIC HEARING: 800 ACRE INDUSTRIAL ZONING AND EXPANSION OF URBAN GROWTH BOUNDARY Chair Throop announced that this public hearing was being postponed until further notice. No one from the audience had attended to testify on this issue. 5. PUBLIC HEARING: BEND EXPRESSWAY PROJECT Chair Throop opened the public hearing. No one from the audience had attended to testify. George Read said that public hearing notices had not been sent since the process was not proceeding as quickly as they had thought. The hearing before the Urban Area Planning Commission was scheduled for next week and based upon that meeting a recommendation would be made to the City Commission and the Board of County Commissioners. Chair Throop said that another public hearing would be held after the Board received a recommendation resulting from the Urban Area Planning Commission meeting. 6. DESCHUTES RIVER TRAIL PLAN UPDATE Deferred until February 26, 1990. 7. ORDINANCE 90-015 AMENDMENTS TO THE SUBDIVISION AND PARTITION ORDINANCE Before the Board was signature of Ordinance 90-015 making minor technical corrections to the subdivision and partition ordinance provisions adopted last month. RESOLUTION 90-011 APPROVING PROPOSAL FOR TECHNICAL ASSISTANCE FOR CROOK COUNTY RECREATIONAL VEHICLE PARK PROJECT Before the Board was signature of Resolution 90-011 approving a proposal for Technical Assistance for the Crook County Recreational Vehicle Park project in order to qualify the project for the Central Oregon Regional Strategy.
