WHEREAS, Crook County is proposing to construct an "se ce
recreational vehicle park with appropriate support build. #gsc10
be located on the Crook County Fairgrounds; and r.- •
WHEREAS, the estimated cost of the project is $711,860,
$328,070 of which is requested from the Central Oregon Regional
Strategy through the Regional Strategies Programs of the Oregon
Economic Development Department of the State of Oregon. An
additional $213,900 will be derived from other public sources and
$169,830 will be a local match; and
WHEREAS, before submitting the Crook County recreational
vehicle park proposal as part of the Central Oregon Regional
Strategy, a feasibility study will be needed to determine the
adequacy of existing sewer and water systems serving the proposed
recreational vehicle site, along with an engineering study to
include field work to check elevation and line size capacity for
handling an 80 -space facility. If existing sewer and water
service is inadequate, as determined by the engineering study, a
proposal with the estimated costs of an adequate system that
would most efficiently serve the sewer and water requirements of
the project will be needed. Additionally, requirements of the
building codes agency for recreational park plan review with
respect to the plan submitted with the proposal must be com-
pleted. The estimated costs of such studies is $9,970; and
WHEREAS, Crook County will need a feasibility study to
determine the operational costs of the proposed 80 -space recrea-
tional vehicle park and projected revenues to be generated in the
Crook County /Prineville area. Required information would be
generated from projected tourist and recreational users as well
as persons attending local activities and events taking place at
the fairgrounds. Such a study would include a demographic
evaluation of the need for such a park and include information on
existing facilities in the area. Such a feasibility study should
include the optimum size of the prospective recreational vehicle
park and whether or not that the optimum size of the park would
be self- supporting. The estimated costs of these studies is
$3,765; and

WHEREAS, it being necessary that the Board of County Commis-
sioners of Deschutes County and the County Courts of Jefferson
and Crook Counties approve a technical assistance grant in the
amount of $13,735; now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
DESCHUTES COUNTY, OREGON, as follows:
Section 1. That a technical assistance grant in the amount
of $13,735 for technical assistance as outlined in the recitals
hereto be approved for the purpose of qualifying for submittal
the proposed Crook County recreational vehicle park project as
part of the Central Oregon Regional Strategy.
