DESCHUTES COUNTY BOARD OF COMMISSIONERS
February 20, 1990
Chair Throop opened the meeting at 10 a.m. Board members in
attendance were Dick Maudlin and Tom Throop. Also present were:
Karen Green, Community Development Director; George Read, Planning
Director; Bruce White, Assistant Legal Counsel; Mike Maier, County
Administrator; Ralph Delamarter, Librarian; Dennis Maloney,
Community Corrections Director.
1. TRANSPORTING CDD CUSTOMERS IN COUNTY VEHICLES
Before the Board was a request from Karen Green that the Board
make a blanket approval for CDD employees to transport
customers in the field under certain circumstance. She gave
an example of when the customer did not have any vehicle or
a suitable vehicle at the job site, the CDD employee and the
customer needed to inspect another job site or location on the
same job site, and a rescheduling of the inspection would be
inefficient and inconvenient for the CDD employee and the
customer. Current County Personnel Rules required that
employees have the Board's approval prior to transporting
anyone in their vehicles. Commissioner Maudlin and Chair
Throop felt this type of decision should be left up to the
Department Head, and that the Personnel Rules should be
changed accordingly. Karen Green said it would improve her
department's efficiency if she could make these kinds of
decisions.

Chair Throop recessed the work session until 3:30 p.m.
Chair Throop reconvened the work session of the Deschutes County
Board of Commissioners at 3:30 p.m. Board members in attendance
were Dick Maudlin and Tom Throop. Also present were Rick Isham
County Legal Counsel; Bruce White, Assistant Legal Counsel; Dennis
Maloney, Community Corrections Director; Ralph Delamarter,
Librarian; and Mike Maier, County Administrator.

ORDINANCE 90-016 AMENDING ELECTIONS CHAPTER OF THE DESCHUTES
COUNTY CODE
Before the Board was signature of ordinance 90-016 amending
two sections of Chapter 1.12, "Elections," of the Deschutes
County Code and declaring an emergency. The Sections being
amended were Section 1.12.030(C)(3) regarding preparation of
ballot titles and explanatory statements and Section 1.12.040
regarding judicial review of ballot titles and explanatory
statements.

RESOLUTIONS 90-008, 90-009, 90-010: AND ORDERS 90-025, 90-026
REGARDING COUNTY TAX BASE MEASURES
Before the Board was signature of several resolutions and
orders concerning the upcoming county tax base election.
Resolution 90-008 provided for the calling of a County Tax
Base Election on May 15, 1990 for the purpose of submitting
to the qualified voters of Deschutes County, the question of
establishing a new tax base for the purpose of applying the
limitation on taxation set forth in Article XI, Section 11,
Oregon Constitution and providing a ballot title. Resolution
90-009 called for a special election to submit to the voters
the question of contracting a general obligation bonded
indebtedness in the amount of not more than $9,243,260 to
finance libraries in Deschutes County. Resolution 90-010
called for a public hearing regarding the submission of the
question of issuing general obligation library bonds to the
electors on May 15, 1990. Order 90-025 reflected the Board's
decision to include the County Tax Base Measure, its ballot
title and explanatory statement in the State Voter's Pamphlet.
Order 90-026 reflected the Board's decision to include the

General Obligation Library Bond Measure, its ballot title and
explanatory statement in the State Voters' Pamphlet.
Rick Isham suggested that the motion be worded to move
signature of Resolutions 90-008, 90-009, Orders 90-025 and 90-
026 and Resolution 90-010.
MAUDLIN: So moved.
