RESOLUTION NO. 90 -020
WHEREAS, the Board of County Commissioners of Deschutes
County, Oregon, acting as the governing body of the Black Butte
Ranch Service District has determined that a tax base should be
established as authorized by Article XI, Section 11, Oregon
Constitution, in order to permit the proper operation of District
affairs within the limitation contained in Article XI, Section
11, Oregon Constitution; and
WHEREAS, it is necessary to submit the question of estab-
lishing a tax base to the legal voters of the District; now,
therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
DESCHUTES COUNTY, OREGON, ACTING AS THE GOVERNING BODY OF THE
BLACK BUTTE RANCH SERVICE DISTRICT as follows:
Section 1. Date of Election. The measure set forth in
Section 2 of this Resolution shall be submitted in the manner
prescribed herein to the qualified voters of Black Butte Ranch
Service District, Oregon, at a District tax base election to be
held May 15, 1990, the statewide primary election.
Section 2. Form of Ouestion. At the district tax base
election, there shall be submitted to the legal voters of the
Black Butte Ranch Service District for their approval or rejec-
tion, the following measure:

Explanation: Black Butte Ranch Service District was created
October, 1989, to provide various services to
district residents and properties. Safety ser-
vices are currently provided by Black Butte Ranch
Association and supported by Association dues.
The tax base request includes operating funds,
contingency funds, anticipated uncollectible taxes
and capital outlay. Cash reserves necessary for
maintaining sufficient cash flow annually from
July through November are included. It is antici-
pated that Black Butte Ranch corporation will
provide partial support by contract with the
district for special security services.
Projected district levy for fiscal year 1990 -91 is
$187,825. Tax base approval authorizes the dis-
trict to levy funding needs independent of non -tax
revenues, and provides reasonable growth during
the next five years.
The district does not have a tax base. The new
tax base will be limited to annual increases of
six percent (6 %) pursuant to the Oregon Consti-
tution after the full amount is levied.
Section 3. Notice. The county clerk shall give notice of
the election as provided in the general election laws.
