BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON
A Resolution Declaring
April 22, 1990, as Central
Oregon Earth Day.

WHEREAS, almost 20 years ago, more than 20 million merIyans
joined together on Earth Day in a demonstration of conch 4, for
the environment. That action resulted in the passage of.-sweep,ing
new laws to protect our air, water and land; and r., ``.
WHEREAS, in the 19 years since the first Earth Day, he ,
condition of the environment, both locally and globally, has
continued to deteriorate; and
WHEREAS, there is a broad feeling that the environmental
movement and government institutions have been unable to reach
out to all ages, races and income levels to increase awareness of
our environmental problems and needed solutions; and
WHEREAS, Earth Day 1990 is a national and international call
to action for all citizens to join in a global effort to promote
a sustainable planet while maintaining our quality of life; and
WHEREAS, Earth Day 1990 activities and events will educate
citizens on the importance of acting in an environmentally
responsible manner by recycling, eating lower on the food chain,
conserving energy, conserving water, using alternative energy,
using mass and /or efficient transportation and adopting a more
ecologically sensitive lifestyle; and
WHEREAS, Earth Day 1990 activities and events will educate
citizens on the importance of doing business with companies that
are environmentally responsible; and
WHEREAS, Earth Day 1990 activities and events will educate
citizens on the importance of buying products that are compatible
with the environment; and
WHEREAS, Earth Day 1990 activities and events will educate
citizens on the importance of supporting legislation that will
protect the environment; and
WHEREAS, Deschutes County and the cities of Bend, Redmond
and Sisters have demonstrated an ongoing commitment to protect
Central Oregon's quality of life and environment by adopting
programs promoting wise land use, recycling, protection of the
Deschutes River, action to protect our air quality, lower energy
use and promote solar energy; now, therefore,

BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
DESCHUTES COUNTY, OREGON, as follows:
Section 1. That Deschutes County, in conjunction with the
cities of Bend, Redmond and Sisters, designates and proclaims
April 22, 1990, as "Central Oregon Earth Day," and the month of
April, 1990, as "Central Oregon Earth Month, and shall set aside
the month of April for public activities designated to educate
citizens about the need for preservation of the local and global
environment and to launch the "Decade of the Environment."
Section 2. That a task force shall be created charged with
providing specific recommendations and outreach programs to help
the citizens, local governments and private businesses of Central
Oregon to promote global environmental awareness and responsi-
bility.
