Payments to Collection Franchisees, * �t� `�� '"p Licensees and Recycling Subcontractors * o:< for Recycling Activities. * 4?2 co RESOLUTION NO. 90 -038 •4-13 WHEREAS, the Board of County Commissioners of Deschutes C Oregon, adopted a policy on Solid Waste Management System on Ma 1990; and WHEREAS, the Solid Waste System Management Policy provides for reimbursement from gate fees and tipping fees to franchisees for operating losses incurred to collect customer and non - customer recyclables; and WHEREAS, that policy furthermore provides that out of gate fees and tipping fees, the Bend Recycling Team, subcontractor of a recycling licensee, and recycle licensees shall be reimbursed for losses incurred in the operation of authorized recycling depots; and WHEREAS, the reimbursement of recycling losses in excess of recycling fees and income by franchisees, licensees and recycling subcontractors promotes a public purpose as set forth in ORS 459.005 through 459.426. The reimbursement of losses are an integral part of wasteshed management within Deschutes County, Oregon; now, therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, as follows: Section 1. That the Director of Public Works be and hereby is authorized to make reimbursements to solid waste franchisees, recycle licensees and recycle subcontractors providing recycling services pursuant to that Policy for Solid Waste Management dated March 14, 1990, in amounts not to exceed the amounts appropriated therefore within the Deschutes County fiscal year budgets.
