WHEREAS, Dr. Frederick H. Boyle, who became president of
Central Oregon Community College in 1967, has, after twenty -three
years of devoted service to the people of Central Oregon,
announced his retirement to be effective as of July 1, 1990; and
WHEREAS, Dr. Boyle has, through his tenure and example,
instilled a professional spirit of educational excellence at
Central Oregon Community College that has brought national honors
and prestige to Oregon's first community college; and
WHEREAS, Dr. Boyle has served Central Oregon by providing
and expanding services in communities throughout the College
District, including the development of eight community education
centers; Adult Basic Education programs; and the administering of
programs such as Head Start, Together for Children, Changing
Directions, child care, and Saturday Academy; and
WHEREAS, Dr. Boyle has served Central Oregon Community
College during an unprecedented period of growth with prudence
and vision, sustaining a five -fold increase in students and the
construction of several new campus facilities; and
WHEREAS, Dr. Boyle has been a prudent steward of public
funds by operating the growing College within an established tax
base, while completing a vigorous construction program and
greatly reducing the bonded indebtedness of the College; and
WHEREAS, Dr. Boyle has contributed to the economic prosper-
ity of Central Oregon through College support of vocational and
business training, and the creation of Oregon's most effective
Small Business Development Center; now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
DESCHUTES COUNTY, OREGON, as follows: 3,A_ A
Section 1. The Board of County Commissioners of Deschutes
County, Oregon recognizes, with great pride, the achievements and
distinguished service of Dr. Boyle to the people of Central
Oregon, and do proclaim Sunday, June 10, 1990, to be Frederick H.
Boyle Day in Deschutes County, Oregon.
