2. HOLT APPEAL OF HEARINGS OFFICER'S DENIAL OF CU-90-31
Before the Board was discussion of whether there had been
adequate notice to the applicant of the public hearing on his
appeal of the Hearings Officer's denial of CU-90-31, a request
to move an existing structure onto a lot in an RL zone. Karen
Green said she asked Jim Raisenan, the planner involved, what
notice had been sent out on Holt appeal public hearing. He
wrote her a memo indicating that he had, to the best of his
recollection, had a couple of phone calls with Mr. Norman Holt
plus the computer generated notice was sent to Norman Holt at
the address on the application, which was not returned as
undeliverable. She said if the Board wanted to reopen the
public hearing to allow further testimony, notices would have
to be sent out again.
Acting Chair Maudlin asked Jack Norman Holt, 21440 Morrow
Road, Bend, if he had received a notice of the public hearing.
Mr. Holt said neither he nor Norman Holt received the notice
of the public hearing. Mr. Holt did not know whether Norman
Holt had received any pone calls from Jim Raisenan, County
Planner.
Acting Chair Maudlin said that on Wednesday, June 20, 1990,
the Board would decide whether or not to reopen the public
hearing. He said in any case, the Board would not accept any
testimony on Wednesday.
