WORK SESSION MINUTES
DESCHUTES COUNTY BOARD OF COMMISSIONERS
June 25, 1990
Chair Throop called the meeting to order at 10 a.m. Board members
in attendance were Dick Maudlin, Tom Throop, and Lois Bristow
Prante. Also present were Rick Isham, County Legal Counsel; Larry
Rice, Public Works Director; Karen Green, Community Development
Director; George Read, Planning Director; Brad Chalfant, Property
Manager; and Mike Maier, Director of Administrative Services
1. BENEFITS FOR PART-TIME EMPLOYEES
Before the Board was a request from some part-time employees
that the County continue to pay their insurance benefits in
full. In 1988, the Board had changed their policy of paying
full benefits for part-time employees. Part-time employees
employed by the County when the policy was made were told that
in 1990 the County would no longer pay their benefits in full.
Part-time employees hired after the 1988 policy was
established immediately began paying their prorated share of
insurance benefits. Mike Maier said that the staff
recommendation was that the Board implement its 1988 policy
of having part-time employees pay a pro-rated share of their
insurance benefits.
MAUDLIN: I would move we accept the staff recommend ;p moor
the part-time employee benefits, and that ably
it as we decided in 1988.

Commissioner Prante had to leave the meeting to participate in the
Board of Equalization hearings.
2. INFECTIOUS WASTE DISPOSAL
Terry O'Sullivan,
attorney
for Bend Garbage, said that the
1989 Legislature
had passed
a law requiring that, effective
July 1, 1990, all
infectious
waste (which would include a lot
of medical waste)
had to be
incinerated. He said there
only two incineration sites
in the State of Oregon--Boardman
and Marion County
. He said

for all of
Deschutes County. Bend Garbage

requiring
incineration. He said the waste

had to be placed in special boxes and "sharps" (hypodermic
needles, scalpels, anything with a blade) had to be put in a
"sharps" container and then in the special box. He said the
Deschutes County Landfill would accept segregated sharps that
were in sharps containers and then boxed.
MAUDLIN: I would move that we adopt the rates as presented
to become effective July 1, 1990.

3. WEEKLY WARRANT VOUCHERS
Before the Board was approval of warrant vouchers in the
amount of 343,635.75.

4. DIRECT DEPOSIT OF PAYROLL
Before the Board was a suggestion from Mike Maier that a
committee composed of Helen Rastovich, Dave Peterson, Debbie
Legg, Susan Mayea and a volunteer investigate the possibility
of providing Direct Deposit of payroll checks for County
employees. The Board authorized the committee and appointed
Debbie Legg as chair.
5. SORENSON DOWN PRODUCTS LOAN
Commissioner Maudlin said that it was a requirement of the
loan to Sorenson Down Products that they provide review
statements, however these statements had never been submitted.
Their loan was current and had always been in excellent shape.
Commissioner Maudlin suggested that the Board waive the
requirement for past statements, but require that they provide
statements from this date forward.
MAUDLIN: I would move that we waive the order in the Sorenson
contract loan agreement regarding a reviewed
statement for the past year, and that we correspond
with him and notify him that from this date on, he
will need to follow the terms of the contract.

Re: Infectious Waste Disposal
Dear Commissioner Throop:
Effective July 1, 1990, the franchised solid waste haulers and
facilities generating "infectious" waste will be operating under
new and much more stringent regulations. Not only are strict
requirements being imposed on the containerization of waste, all
waste must go through one of two disposal facilities. One
facility is located south of Klamath Falls, the other New Salem.
In order to avoid a duplication of equipment, the local haulers
are requesting approval of a subcontract under which Bend Garbage
Company, Inc. will assume all infectious waste collection
responsibility within the City and County franchise areas.
Present volumes only justify one entity's involvement in the
pickup and disposal process.
We are also requesting rate approval for infectious waste
disposal. We have refined our costs as much as possible. The
amounts requested are projections only, however. We suggest that
a review and adjustment process be undertaken in six months.
Enclosed for your consideration are the following:
1. Proposed Medical Waste Transfer Agreement between
Franchisees Bend Garbage Company, Inc.;
2. Proposed rates;
3. Assumptions on which the proposed rates are based.

for Disposal at Knott Sanitary Landfill:
Sharps only: 10-gal, box $10.00
20-gal. box $11.00
1-5 gallon containers single sharps $7.00 each
Customer-provided sharps containers:
Minimum pickup charge: $10.00
Sharps containers will be provided upon request at
cost plus a reasonable handling and delivery charge
$10.00 extra charge may be added for nonscheduled service and
containers exceeding sixty (60) pounds

Collection and disposal rates contingent upon:
1. A $.25 per pound incineration cost within 150 mile radius
of Bend.
2. The Knott Sanitary Landfill continuing to provide a
separate area for disposal of sharps that are properly prepared.
3. Twenty gallon maximum box size for disposal of sharps.
4. Weight per container not exceeding sixty pounds.
5. An additional ten percent cost for nonscheduled service.
6. No credit for partially empty containers.
7. All biomedical waste contained in specially marked
collector-provided boxes.
8. Needles and sharps contained in required sharps
containers.
9. Container sizes offered are 10, 20, and 40 gallon in
size.
10. Incineration required for pathological waste, culture and
stocks and biological waste.
Interim Medical Waste Rates:
1. Provided specially marked cardboard box and red bag
liner.
2. Collection.
3. Transportation.
4. Disposal at D.E.Q. permitted facility.
5. Required written documentation and records.
