WORK SESSION MINUTES
DESCHUTES COUNTY BOARD OF COMMISSIONERS
July 9, 1990
Chair Throop called the meeting to order at 10:10 a.m. Board
members in attendance were Dick Maudlin and Tom Throop. Also
present were Larry Rice, Public Works; Rick Isham, Countyvcq, sel;
Mike Maier, County Administrator; Dave Peterson, Data Pi' as sqn

1. BRIDGE PLANS FOR YEW AVENUE CROSSING f
Before the Board was approval of the State Highway Division
bridge plans for the Yew Avenue crossing in Redmond.
MAUDLIN: I would move that we approve the bridge plan for Yew
Avenue Crossing subject to a specific drainage plan.
THROOP: I'll second the motion.
VOTE: PRANTE: Excused
THROOP: YES
MAUDLIN: YES
2. APPROVAL TO WAIVE THREE-MONTH HIRING FREEZE FOR DATA
PROCESSING
Before the Board was a request from Dave Peterson, Data
Processing Manager, to waive the three-month hiring freeze so
that he could hire a computer programmer trainee and a half-
time computer programmer/analyst. He said they were having
great difficulty in filling the full-time Senior Programmer
Analyst position. As an alternative, he wanted to hire a
qualified person who only wanted to work half-time for one
year and a full-time trainee. The half-time employee would
train the full-time trainee. Their combined salary would be
less than the monthly salary for the Senior Programmer Analyst
position. Dave Peterson felt this arrangement would work well
and might be the only way the County could get a qualified
person. The Board agreed to waive the hiring freeze and allow
Data Processing to fill the position as outlined.
