1990-27013-Minutes for Meeting July 30,1990 Recorded 8/14/1990104 1161 ~p.. 27013 `Gro.~~~`tiO WORK SESSION MINUTES g~J DESCHUTES COUNTY BOARD OF COMMISSIONERS July 30, 1990 S~ Chair Throop opened the meeting at 10 a.m. Board members in attendance were Dick Maudlin, Tom Throop and Lois Bristow Prante. Also present were: Mike Maier, County Administrator; Larry Rice, Public Works Director; Brad Chalfant, Property Manager; Dave Hoerning, County Engineer; and Dennis Maloney, Community Corrections Director. 1. ADJUSTMENT TO COMMUNITY CORRECTIONS 90/91 BUDGET Before the Board was a request from Community Corrections for adjustments to their 90/91 budget based upon an increased revenue goal of $701,187. Mike Maier said if the adjustments were approved, they could be incorporated into the budget by (1) having a supplemental budget to increase the appropriation by $58,561 or (2) appropriating $58,561 out of the General Fund Contingency to the Community Corrections Department. The Board agreed that the money could be appropriated out of the General Fund. It was determined that private ntijnpfit agencies which provided services to low income citizq& would not have to pay the $2 per hour fee for corrections::~Rrcgrs. DECISION ON BEND SALVAGE APPEAL OF HEARINGS OFFICER'S DECISION ON SP-90-1 Before the Board was the decision on an appeal by Bend Salvage of the Hearings Officer's decision on SP-90-1. MAUDLIN: I would move that we allow the operation six days a week from 7 a.m. until 9 p.m. with crushing and stacking, including the other activities that generate similarly loud noises, limited to the hours of 8 a.m. to 7:30 p.m. Monday through Friday and 9 a.m. to 4 p.m. on Saturday. ORDER 90-018 BUDGETED CASH TRANSFERS Before the Board was signature of Order 90-108 transferring cash in the amount of $842,254 within various funds of the County Budget. BARGAIN AND SALE DEED FOR VINCENT AND MARTA BATHA Before the Board was signature of a Bargain and Sale Deed conveying property to Vincent and Marta Batha for a consideration of $2,800. VEHICLE IMPOUND AGREEMENT Before the Board was signature of a Vehicle Impound Agreement with Oregon State Police and the City of Bend. PERSONAL SERVICES CONTRACT WITH WESLIN CONSULTING Before the Board was signature of a Personal Services Contract with Weslin Consulting Services to conduct a Transportation Plan. ERNEST MONEY ON YELLOW FRONT STORE Before the Board was discussion regarding the ernest money agreement for the Yellow Front Store property. Rick Isham recommended that the County forfeit the remaining ernest money in exchange for an agreement canceling the ernest money agreement. Commissioner Maudlin felt that since the County's action took the property off the market for a number of months when there were other interested buyers, the County should refund the ernest money. Commissioner Prante agreed. Chair Throop felt that only the actual costs incurred by the seller should be reimbursed. Chair Throop asked what action the Board needed to take. Rick Isham said the Board needed to approve termination of the ernest money agreement and release of the unused escrow funds to the seller. PRANTE: Move approval. MAUDLIN: Second.
