Also present were: Rick Isham, County Legal Counsel; Mike Maier, County Administrator; Darrell Davidson, Sheriff; Larry Rice, Public Works Director; Karen Green, Community Development Director and Frank Moore, Mental Health Director. 1. COUNTY STAFF UNABLE TO REPORT TO WORK DUE TO FIRE Larry Rice and Mike Maier discussed situations where employees would be unable to come to work due to the fire. Mike Maier said there could be several situations which would keep employees from coming to work: evacuation from their homes, called up by the National Guard, and working for volunteer agencies (i.e. Red Cross) which were helping the fire victims. He said that anyone who was prevented from going to work due to their involvement in the fire would not have the time deducted from their vacation or sick leave. Mike Maier said he would coordinate the names and bring them to the Board for approval. 2. COMMUNITY DEVELOPMENT HELP FOR FIRE VICTIMS Karen Green requested that the Board approve a Community Development policy for helping fire victims. The Board agreed the Community Development Department would give the following help to fire victims: (1) consultation regarding permits needed, (2) fast tracking their permits, (3) waiving fees in cases of hardship (i.e. not covered by insurance), (4) help with approvals for temporary housing on their site (i.e. mobile homes). Karen Green said she would prepare a letter to the fire victims with this information. 3. RESOLUTION 90-075 REQUESTING GOVERNOR TO DECLARE A STATE_ OF EMERGENCY Before the Board was signature of Resolution 90-075 requesting the Governor declare a state of emergency in Deschutes County due to the Awbrey Hall fire presently burning out of control. ORDINANCE 90-032 INCREASING SOLID WASTE COLLECTION RATES FOR CONTAINERS Before the Board was signature of ordinance 90-032 amending Division III, Title 13 of the Deschutes County Code to increase solid waste collection rates for containers within the urban growth boundaries of Bend and Redmond to support recycling.
