1990-27044-Resolution No. 90-083 Recorded 8/23/1990104 1283 go - 27041 ' .. ; �. �� COUNSEL BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON A Resolution Supporting the * 90 pT-2 P !2: 0 I Proposed Bend Parkway and * Opposing Deschutes County * F =.:t` o'F t F Ballot Measure No. 9 -1. * C }JJ- •Y CF►1.MED RESOLUTION NO. 90 -085 so) 2 `7199Q WHEREAS, traffic on that portion of U.S. Highway 97 running through the City of Bend and its urban area in Deschutes County is so heavy that some form of additional north -south arterial is necessary to facilitate moving traffic to and from points along the Highway 97 corridor in the Bend urban area; and WHEREAS, the Oregon Department of Transportation has after extensive analysis of traffic patterns and alternative north - south arterial alignments determined that a north -south arterial located close in to the City of Bend is the preferable alterna- tive to meet the Bend urban area's transportation needs along the U.S. Highway 97 corridor while minimizing cost and the displace- ment of existing residential and commercial uses; and WHEREAS, as a result of its north -south Highway 97 arterial study, the Oregon Department of Transportation has proposed a limited access highway known as the Bend Parkway project, as depicted in Exhibit "A "; and WHEREAS, construction of the Parkway would be financed largely through funding provided by the State Department of Transportation, which funding may not be available in the future if the current Bend Parkway proposal is not pursued; and WHEREAS, numerous citizens in the City of Bend and in Deschutes County have objected to the proposed Bend Parkway and have succeeded in qualifying Measure No. 9 -1 on the ballot for the September 18, 1990 election in opposition to the Bend Parkway; and WHEREAS, the Board of Commissioners believes that passage and implementation of Measure No. 9 -1 as written would have the effect of preventing the Parkway from being constructed and would in addition prevent the routine maintenance and improvement of all 432 miles of collectors and arterials in Deschutes County; and WHEREAS, the Board of Commissioners believes that continued maintenance and improvement of the County's collectors and arterials and construction of the Parkway is essential for maintaining Central Oregon's quality of life and properly manag- ing its growth; now, therefore, 1 - RESOLUTION NO. 90 -085 104 " 1284 BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, as follows: Section 1. That the Board supports the Bend Parkway project as proposed by the Oregon Department of Transportation. Section 2. That the Board does not support passage of Measure No. 9 -1 on the ballot for the September 18, 1990, special election limiting County highway funding and permit approval.
