WHEREAS, the Board of County Commissioners, by Resolution 90-079
initiated the improvement of a certain dedicated public road known as
Riverwoods Drive situated in Deschutes River Woods Subdivision; and
WHEREAS, the County Engineer investigated the improvement, and
estimated the cost of the improvement, and a cost estimate of this
improvement has been prepared in accordance with ORS 371.625; and
WHEREAS, it is necessary that notice, pursuant to ORS 371.630, be
mailed to each benefited property owner; and
WHEREAS, it is necessary that a hearing be held for the purpose of
hearing remonstrances to said improvement; now, therefore,
THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON,
ORDERS as follows:
Section 1. That the Engineers Report relating to the improvement
of certain dedicated public roads known as a portion of Riverwoods Drive
situated in Deschutes River Woods Subdivision, Deschutes County, Oregon
be accepted and hereby approved.
Section 2. That a hearing be set on October 31, 1990, at 10:00 a.m.
at the Deschutes County Juvenile Justice Building, Bend, Oregon, for the
purpose of hearing remonstrances to said improvements.
Section 3. That the Director of Public Works be authorized to
notify benefited property owners of the said hearing and proposed
improvement, in a form substantially as contained in Exhibit "A",
attached hereto and by this reference incorporated herein.

The Board of County Commissioners has initiated the above improvement.
The County Engineer has made a favorable report to the Board of County
Commissioners regarding the proposed improvement. Upon completion of
the proposed improvement, the roads will be accepted into the County
Road System, and will be maintained by Deschutes County.
The total estimated cost of the proposed improvement and the proposed
amount of the assessment against your land is as shown above.
If you object to the proposed improvement and assessments shown in the
Engineer's Report, you are required to file written objection, if any,
with the Board of County Commissioners, c/o Deschutes County
Department of Public Works, 61150 S.E. 27th Street, Bend, Oregon 97702,
within 20 days of the date of this notice, or at the public hearing on
the proposed improvement before the Board of County Commissioners, which
will be held on October 31, 1990 at 10:00 a.m. in the Deschutes County
Juvenile Justice Building, 1128 NW Harriman, Bend, Oregon, in order to
stop this improvement. If more than 50% of the owners of land
representing more than 50% of the total amount of the assessment for the
proposed improvement file objections, the proposed improvement will be
declared abandoned and no new resolution shall be filed within a period
of one year. If the required number of objections are not received, the
improvement will proceed and you will be notified of the actual
assessment when it is determined by the Engineer. This assessment, as
finally approved by the Board of County Commissioners, will be entered
into the lien docket of Deschutes County and will be released when the
assessment is paid in full. Owners may apply to make payments in
installments which can be paid over a ten-year period.

SUBJECT: Engineer's Report for Riverwoods Drive L.I.D.

Deschutes County received petitions to improve a portion of
Riverwoods Drive from the Southwest corner of Lot 79 Block ZZ
southwesterly to the end of the cul-de-sac in the Deschutes
River Woods Subdivision. Due to the petition, the Deschutes
County Board of Commissioners initiated a Local Improvement
District by Resolution No. 90-079 signed on August 22, 1990.
The Resolution was referred to the Deschutes County Public
Works Department for an engineering investigation of the
proposed improvements in accordance with ORS 371.625. The
Engineer's investigation of the Riverwoods Drive Local
Improvement District found the following:
1. In the Engineer's judgment, improving the road to
Deschutes County Road Standards for a Rural Local Road
is feasible.
2. For these roads to meet County Road Standards, the
following work must be completed:
a. Mobilization - normal mobilization costs incurred
in preparation of the work.
b. Construction Surveying - setting of slope stakes,
subgrade stakes and base stakes for the contractor
to construct the road.
C. Traffic Control - signs and flaggers will be
provided to warn, safeguard, protect, guide and
inform the public and the workers.
d. Clearing and Grubbing - removal of trees and brush
within the roadway prism.
e. Subgrade - a substantial amount of earthwork will be
required to construct subgrade. There will be some
construction required to provide proper drainage.

f. Base - placing, shaping, compacting and fine grading
of base. An eight (8) inch depth of compacted
cinder base will be utilized. The finished width
shall be thirty-two feet measured between the edge
of shoulders.
g. Paving - the paving will be an 0-9 Asphaltic
Penetration Macadam (Oil Mat). The pavement will be
twenty-four (24) feet in width.
h. Miscellaneous Work - resetting mailboxes and
patching existing driveways.
i. Engineering and Administration - County expenses in
preparation of plans and specifications,
inspection, surveying, accounting and payment
collection and other incidental costs required for
Bancroft Bonding.
3. The estimated cost for improving the road outlined
above, is:

4. The fairest method of assessment for the Local
Improvement District would be equal assessments for each
lot within the district. There are 26 lots that are
specially benefited within the L.I.D. The cost to each
lot would be $3,269.23.
5. Attached is a description, assessed value, estimated
assessment and name of owner for each lot in the Local
Improvement District.
