Resolution No. 88 -001 is amended as set forth in Exhibit "A,"
attached hereto and by this reference incorporated herein.

PURPOSE STATEMENT
The purpose of this Deschutes County "Snow and Ice Plan" is
to provide the Department of Public Works with an adopted set
of goals, objectives, and operating procedures for snow and
ice control on County roads; and facilitate the movement of
vehicles on County roads within the limits imposed by the
adverse conditions. It is not the purpose of this plan to
assure the safe operation of vehicles upon County roads.
GOAL
Within available resources, respond in a reasonable manner to
snowy and icy County roads to allow vehicle traffic by
motorists exercising due care in the operation of a motor
vehicle.
OBJECTIVES
1. Assess needs.
2. Inventory resources available.
3. Arrange for supplemental resources during times of severe
conditions through inter - governmental agreements and private
service contracts.
4. Identify levels of operations.

INTRODUCTION

Deschutes County is located in Central Oregon east of the
crest of the Cascade Mountain Range. Elevations of roads
within the County vary from a low of 3,100 feet to a maximum
of 6,300 feet. These elevations result in different snow and
ice conditions throughout the County.
The estimated County population is 75,000 . An additional
40,000 residents are projected by the year 2,000, according
to the State of Oregon.
The County contains the cities of Bend, Redmond, and Sisters.
Each city maintains its own city streets. The State of
Oregon and U.S. Forest Service maintain roads under their
jurisdiction. The County inventory consists of 34 miles of
urban arterials, 35 miles of urban area collectors, and 81
miles of urban area local roads. In addition, there are
approximately 77 miles of rural arterials, 206 miles of rural
collectors, and 363 miles of rural local roads. The total
mileage under County maintenance is approximately 1054 miles,
including 81 miles of County roads within forest boundaries.
509 miles of public access roads are not maintained and are
not covered in this plan.
Deschutes County has a dry climate. Annual average
precipitation (in the form of rain and snow) in the city of
Bend is 12 inches. Over six inches of precipitation in the
form of snow falls between November and February in the city
of Bend. At Mt. Bachelor, located west and south of Bend,
snow depths can reach 180 inches. County roads, receive snow
levels within this range, with occasional absence of snow in
the northern and eastern portions of the County. Winter
conditions are intermittently encountered in the high desert
in the eastern part of the County. The high elevation and
openness of the eastern portion of the County is conducive to
snow drifting.
The location and amount of snow and rain in the County varies
from year to year and from location to location. Rapid
changes in temperature, wind and micro climates provide
little predictability as to the conditions affecting County
roads at any specific time or date during the snow and ice
season.
Given the nature of varied, unforeseen and rapidly changing
climatic conditions within Deschutes County, and the limited
resources available to the County to combat such conditions,
a measured and limited response, only during the snow season
may be provided.

DEFINITIONS

ARTERIAL ROAD - A restricted access street of substantial
continuity which is primarily a traffic artery and so
designated by the County.
AVAILABLE RESOURCES - Those resources such as sanding
material, equipment and labor that is available for directing
to the implementation of this plan.
BOCC - The directly elected policy body of Deschutes County
Government.
CINDER - Volcanic slag crushed to 3/4 -0 sanding material.
COLLECTOR ROAD - A restricted access street supplementary to
the arterial street system used or intended to be used
primarily for the movement of traffic between arterial and
local streets and so designated by the County.
CONTRACTS FOR SERVICE - Executed, documented agreements
between Public Works and private companies for work to be
done as needed.
CURVE - A horizontal bend in the road where the posted
advisory speed is less than the statutory speed.
DIRECTOR - Director of Public Works for Deschutes County, or
his designee.
DIVISION DIRECTOR - Director of the Division of
Transportation and Solid Waste within Public Works, or his
designee.
DOCUMENTATION - Written or electronically recorded
information in respect to road conditions or services
rendered.
EMERGENCY RESPONSE - Any time period between when notified of
emergency, and when a plan is activated.
EQUIPMENT MAINT. SUPERVISOR - The Director of the Division of
Fleet and Equipment within the Public Works Dept., or his
designee.
FLOODING - The over flowing of water from one point to
another.
GRADE - A constant vertical change in elevation of 10% or
greater.
ICE - Water made solid by cold which may result in a slippery
surface.

INTER- AGENCY AGREEMENT - A written arrangement between
County, Municipal, State and Federal agencies.
LOCAL ROAD - A street which provides access to property
abutting the public right of way; this includes vehicles and
pedestrian access. Moving traffic is a secondary function of
a local street and it should not carry through traffic.
PLOWING - To disperse large accumulations of snow from
roadways by a vehicle.
RISK MANAGER - A person designated by County Legal Counsel to
administer the County's program of self insurance.
RURAL AREA - That area within Deschutes County outside of the
Urban Growth Boundaries.
SANDING - The act of placing cinder material on a road to
increase traction.
SANDING MATERIALS - 3/4 -0 crushed cinders.
SNOW - Moisture, when frozen in the upper air currents,
resulting in soft white crystalline flakes which accumulate
on the ground.
SNOW AND ICE PLAN - The document adopted by the BOCC setting
forth the limitations of manpower, materials, equipment and
budget relating to the response to snowy and icy County
roads.
SNOW SEASON - Nov. 1 through April 30.
SUPERVISOR - Any so designated employee within the Department
of Public Works.
TRAFFIC ENGINEER - An employee of the Department of Public
Works.
URBAN AREA - (UGB) Areas of City and unincorporated adjacent
areas designated by adopted plans.

PREPAREDNESS PLAN
The annual Preparedness Plan is as follows and shall be
completed before November 1 of each year.
1. Update Inter - agency Agreements.
2. Ensure contracts for supplemental services are executed.
3. Provide refresher training in elements of the plan.
4. Using a check off list, the Shop Foreman will ensure that
all equipment is in a state of readiness.
5. Distribute copies of the plan to designated personnel.
6. The Traffic Engineer will take appropriate action
to close roads or post no parking signs.

SERVICE PRIORITIES

Narrative in support of establishing priorities.
The following factors were taken into consideration in
establishing service priorities:
1. The need to serve the majority of the population using
available resources efficiently within the least amount of
time;
2. The need to respond to the County's major traffic
carriers;
3. The need to open access for public safety services,
employment centers, governmental services, and other
essential services;
4. The need to avoid road closures which may be brought on if
early snows are not removed quickly;
5. The need to plan service routes that are efficient;
6. The need to service sections of roads with steep grades,
curves, and intersections.

* All arterial and collector roads within the County's Urban
Growth Boundaries containing the cities of Bend and Redmond;
* All arterial and collector roads within rural service
communities including LaPine, Terrebonne, and Tumalo;
* Entrance roads to the planned community of Sunriver;
* Those roads that combine to make efficient service routes,
and lie adjacent to or connect urban communities;
* Those roads that service rural residential areas or roads
at high elevations.

The County will, in cooperation with the Forest Service,
Search and Rescue, and the Game Commission close Century Dr.
generally from Nov. 15th to May 30th; and Paulina Lake Drive
from Nov. 15th to May 15th during the period snow is on the
ground.

SNOW MANAGEMENT

Snow plows will, subject to the availability of personnel and
equipment, after receipt of actual notice to the Department
of Public Works, respond at the first accumulation of four
(4) inches of snow in accordance with the priorities. A
travel lane in each direction will be plowed on the first
pass.
Traffic lanes will be maintained after the initial opening
and lanes widened to prepare for the possibility of
additional accumulations.
Where drainage is impaired and cannot be corrected, and as a
result water accumulates, high water signs will be placed as
appropriate.
In order to provide for a lane in each direction the
Department, through its Traffic Engineer, may post roads
prohibiting on- street parking during the snow season.
The County is not responsible for opening driveways that have
access onto County roads, however the County may provide or
obtain assistance for the elderly or handicapped upon request
and approval by the Board of Commissioners.

SANDING

The County shall, subject to the availability of personnel
and equipment, sand those portions of icy roads after actual
notice to the Public Works Department where vehicles are most
likely to loose traction or are required to slow down, or
come to a stop. These locations include intersections,
curves, grades, and bridges. The County does not have the
resources to continuously sand roads or sand roads which have
accumulations of snow.
Sanding shall begin, subject to the availability of personnel
and equipment, according to the following criteria:
1. Upon actual receipt of Public Works Department of
information that ice conditions exist.
2. Upon compaction of snow after snowfall has ceased.
3. After re- plowing of lanes when appropriate.
4. After notice of ice accumulation or ice ridges from
freezing and thawing conditions during prolonged cold
periods, attempts shall be made to reduce the ice ridges
in size through use of plows and graders. When
completed, area will be sanded.
5. When, in the judgment of the Supervisor, sanding is
required in addition to operating procedures.
6. These procedures may be modified during times of heavy
snowfall when sanding in the judgment of the supervisor
would not be effective.

D. Annual Budget Consideration /Resource allocation
The County budget process begins in February of each year and
is completed prior to July 1 of each year. During this time
all departments prepare and propose their budgets for
consideration.
The Department of Public Works prepares both line item and
program budgets. The official budget is the line item budget.
The program budget contains programs of service and includes
a sub program entitled Snow and Ice Plan. This program
proposes the amounts of monies requested for the categories
of personnel, materials and services, new equipment,
equipment rental and contract services. The Budget Committee
will review the proposed program of service and recommend a
level of service commensurate with competing programs for all
other services. The Board of Commissioners will consider the
Staff and Committee recommendations and make a final decision
on resource allocation.
The final budget will then convert the program budget to a
line item format which will apply to the next year's Snow and
Ice Program of Service.

STOCKPILE LOCATIONS

The County will utilize the State of Oregon's sanding
material stockpiles under an Inter - Agency Agreement, as well
as providing sites of its own where appropriate to ensure
that adequate material is available. Following are existing
stockpiles of sanding material:
Area 1. Sister's ODOT site.
Area 2. Redmond's ODOT site
Area 3. Bend's ODOT site and the County's 27th Street site
Area 4. LaPine's ODOT site and the Vandevert site
Area 5. Brother's ODOT site and the Horse Ridge site

COMMUNICATIONS

Communications within the Department and between the
Department, other County agencies, is very important in
providing the Department with information to assist in
facilitating the Plan's executions.
The County has a master switchboard for all in- coming calls.
Messages can be transferred to any supervisory employee by
transferring the call to a station, or by electronic mail, or
by written work order. In the later case all incoming calls
dealing with requests for services are logged in
quadruplicate (4) and distributed as soon as possible.
Responses are written on a copy and filed. The County is in
the process of purchasing and installing an emergency
generator to ensure operations can continue in case of a
power outage.
The County has mobile radios in all moving equipment that go
into available resources for implementing the plan. The
system is connected directly to the Sheriff's dispatch
operation enabling radio contact between the Sheriffs
Department and the Public Works Department. The Sheriff is
also connected electronically with 9 -1 -1, therefore the
Public works Department can receive condition reports from
both sources. Mobile radios are backed up by portable units
for absence from vehicles or for communications between
vehicles.
The radio transmitting system relies upon a central station
and two satellite stations which are repeaters. This system
provides coverage throughout the entire County.
All Road Division Supervisors have pagers, and can be reached
during the day as well as those evenings and weekends that
a supervisor is on call. The Sheriff's Department is provided
with a list of employees that are on call 24 hours a day, 7
days a week.
Actual notice of adverse road conditions may be received by
the Public Works Department from observations by department
employees, telephone calls from private citizens to the
Public Works Department or Sheriff's Department and
notification from the Sheriff's Department dispatch center to
the Public Works Department.

MAINTENANCE AND OPERATIONS 1 U 5 0988
The Director of the Division of Transportation and Solid
Waste is responsible for implementing the Snow and Ice
Plan. He may delegate this responsibility to his Road
Superintendent and his staff. Responsibilities will include:
1. Determine the phase of operations.
2. Determine appropriate treatments.
3. Determine timing of services according to priorities.
4. Determine the need for resources and deploy such
resources.
5. Report on the effectiveness and adequacy of services
provided.
OFFICE SUPPORT FUNCTIONS
Receive and transmit service requests to the proper staff and
maintain records of requests. Coordinate administrative
support to the operating Departments. Establish and maintain
contact with other agencies and departments. Provide mobile
radio information.
The Director of Public Works will ensure that all
administrative systems are functioning properly. He will
ensure that the Board of Commissioners are kept informed and
apprised of the need for any additional resources through the
budget process. He shall also cause the plan to be reviewed
on an annual basis, and updated as necessary.
SUPERVISOR
The Supervisor shall perform all those administration actions
necessary to ensure that services are provided according to
the adopted plan in a timely manner. He shall keep his
immediate Supervisor informed as to the actions he has taken
and intends to take, and the effectiveness of the efforts. He
shall request additional assistance when deemed appropriate.
He shall maintain field assessment of conditions throughout a
storm event and coordinate his actions with the Division of
Fleet and Equipment to ensure vehicles are available as
needed.
CLEAN —UP
The Supervisor is responsible for seeing to the removal of
excess material from the travel lanes with special emphasis
placed at intersections and bike lanes after the season. He
will review documentation for adequacy, prepare reports on
the operation as required, and assist in reviewing the plan.

TRAFFIC ENGINEER
The Traffic Engineer is responsible for maintaining the sign
and signal system in as near normal condition as possible; in
addition to providing emergency traffic controls as required.
Specific duties include but are not limited to:
1. Manage the inventory and placement of emergency traffic
control devices.
2. When requested, implement temporary street closures, or
other traffic controls.
3. Implement planned detours and closures.
4. Investigation in cooperation with the Sheriff's Office
of traffic accidents on County roads, as deemed appropriate.
5. Serve in a consultative role in the preparation and
implementation of this plan.

COORDINATE RESPONSIBILITIES WITH SHERIFF'S DEPARTMENT
1. Sheriff's Dept. has on hand a list of names to call in
an emergency special notification: weekend "on call
personnel" will be called into Sheriff's office 24 hours
prior to going "on call ".
2. Sheriff's office will be notified when sanding /plowing
equipment is in operation.
3. Deputy sheriff on patrol will notify Department through
dispatch of areas in need of sanding or plowing based upon
their judgment.
4. Dispatch will notify Department upon receipt of a
request to sand or plow for high water.
5. Department will notify Sheriff and other emergency
service agencies of road closures or other special conditions
which may be of assistance to the public.
6. Those employees trained in traffic safety will assist in
traffic control as requested.

INTER - AGENCY AGREEMENT
This Agreement made and entered into by and between Desdhu es - - -- -
County Department of Public Works a political subdivision of the
State of Oregon, hereinafter referred to as "County ", and the City
of Bend, hereinafter referred to as "City ".
IT IS HEREBY AGREED by and between the parties above mentioned,
for and in consideration of the mutual promises hereinafter stated
as follows:
1. Effective Date: This Agreement is effective January 1,
1990.
2. Duration: This Agreement terminates on May 1st, 1990.
3. Renewal: This Agreement may be renewed each following year,
prior to November 1.
4. The County agrees to provide sanding services for the
following areas, which are within the City of Bend
jurisdiction:
a) N.E. 27th Street, from Bear Creek Road to U.S. Highway
20; N.E. 27th Street, from U.S. Highway 20 to Butler
Road, including the intersection with Neff Road.
5. The City agrees to provide sanding services for the
following areas, which are within the jurisdiction of the
Deschutes County Public Works Department:
a) Boyd Acres Road, from Studio Road to Empire Avenue.
b) Empire Avenue, from Boyd Acres Road to U.S. Highway 97,
including the intersection West of Highway 97 on Empire
Avenue.
6. Consideration: This Agreement shall be entered into with the
understanding that this is to be strictly a "trade" of
services, with no monetary exchange to take place between
either party.
7. Termination: This Agreement may be terminated by the County
or by the City upon 30 days advance written notice, delivered
to the other party.

DEPARTMENT OF PUBLIC WORKS
POLICY ON MAILBOXES, DRIVEWAYS, SIDEWALKS, AND SNOW PLOWING
In the process of snow plowing, mailboxes may be damaged or
access to mailboxes obstructed, or driveways may be closed or
sidewalks covered. It is the responsibility of the land owner
to remove such snow.
Only mailboxes physically hit by County equipment will be
reinstalled. Mailboxes knocked down by flying snow will not
be reinstalled.
It is the responsibility of the property owner to provide
clear access up to the mailbox for the postal carrier.
The County is not responsible for opening driveways that have
access onto County roads, however the County may provide or
obtain assistance for the elderly or handicapped upon request
and approval by the Board of Commissioners.
