Chairman Maudlin called the meeting to order at 4 p.m UNTY. ' d
members in attendance were Dick Maudlin, Tom Throop and Nancy Pope
Schlangen. Also present were Rick Isham, County Counsel; Kevin
Harrison, Planner; Karen Green, Community Development Director; and
George Read, Planning Director.
DECISION ON MANUFACTURED HOUSING ORDINANCES 91-001 AND 91-005
Before the Board was the final decision on manufactured housing
Ordinances 91-001 and 91-005. Chairman Maudlin said that all
written testimony received by the January 15 deadline had been read
by all of the Commissioners. He said that the issues that had come
up during testimony were: (1) whether or not garages /carports
would be required with manufactured housing in the Bend Urban Area,
(2) the concern about placement of older and/or smaller
manufactured homes--primarily Class D; and (3) placement of Class C
manufactured homes on parcels 10 acres in size or larger.
Commissioner Throop said staff did some additional research and
found that the language regarding a garage/carport requirement for
the placement of manufactured homes was a legislative tradeoff in
order to get the bill adopted. He agreed with City Council member
Bruckner's suggestion that it be proposed as a requirement for
stick built housing also. He agreed that the garage/carport
language should be included, and that Class D homes should be
allowed in manufactured home parks and subdivisions. He also
agreed with the staff recommendation that Class C manufactured
homes continue to be allowed on 10 acre parcels or larger outside
of the urban growth boundary.
Commissioner Schlangen said she agreed with Commissioner Throop's
position.
Commissioner Maudlin said he also wanted Class D homes to be
allowed somewhere. He concurred with the requirement of the garage
or carport since new homes being built all had garages, and he
didn't feel that the requirement was so onerous that it would
prohibit people from using manufactured housing. He felt
manufactured housing was necessary for additional medium-to-low-
income housing.
