Chairman Maudlin called the meeting to order at 10 a.m. Board
members in attendance were Dick Maudlin, Tom Throop and Nancy Pope
Schlangen. Also present were Rick Isham, County Legal Counsel;
Mike Maier, County Administrator; Brad Chalfant, Property Manager;
Oscar Bratton, Assessor; Brad Mulvihill, Community Corrections;
George Read, Planning Director; Paul Blikstad, Planner; and Kevin
Harrison, Planner.
1. CONTINUED PUBLIC HEARING AND DECISION ON CU-90-192 FOR FARM
DWELLING ON 40-ACRE PARCEL
Before the Board was a continuation of a public hearing
concerning the appeal of the Hearings Officer's denial of CU-
90-192 for a farm dwelling on a 40-acre parcel.
Chairman Maudlin opened the public hearing. Commissioner
Schlangen said that she had made a visit to the site. She
said the proposed residence was located where it was to allow
for a view. There was very little property (less than 1/4
acre) which was not in production. She felt the conditional
use should be allowed if having a residence on the site was
the only way to keep the acreage in production.
Commissioner Maudlin said it was currently under production
through a lease. He felt the parcel was more likely to remain
in production if a residence were allowed on the site.
Commissioner Throop felt it was a close call either way.
George Read agreed that the staff recommendation was a middle-
of-the-road recommendation.
THROOP: Mr. Chair, I would move that the application for a
farm dwelling be approved on this site, or I guess
another way of looking at it is that the Board
reversed the decision by the hearings officer and
go ahead and approve the farm dwelling with the
following conditions of building and septic and
access permits as required by law be obtained, that
the owner of the land work with the irrigation
district and or the Watermaster to remove water
under buildings, dwellings, roads and the like, and
thirdly that to the greatest extent possible, the
applicant put that southwest corner of the parcel
which is currently not in production into
production.

2. TRACKER CONTRACT WITH CSD

Before the Board was chair signature of (1) a Contract
Agreement #0-741 between Deschutes County Juvenile Department
and the Children's Services Division, and (2) an Emergency
Contract between the Deschutes County Juvenile Department and
the Children's Services Division. Both contracts pertained
to the Tracker Services Program.
