Also present were Susan Brewster, Assistant County Legal Counsel; Brad Chalfant, Property Manager; Dave Leslie, Planner; and Kevin Harrison, Planner. 7- 1. CONSENT AGENDA Consent agenda items before the Board were: #k,. fclaair signature of LCDC Facilitation/Mediation Assistance Grant Agreement; #2, approval of Amendment #23 to the 1989-9`3::, niiil Health Intergovernmental Agreement; #3, chair signature;,_~f State Grant Budget Revision for Additional Funds for. PUBLIC HEARING: ORDINANCE 91-012 AMENDING THE REDMOND URBAN AREA ZONING ORDINANCE CONCERNING MANUFACTURED HOUSING Before the Board was a public hearing on ordinance 91-012 which would amend 80-201, the Redmond Urban Area Zoning ordinance, to revise the requirements for manufactured housing and to allow a night-watchman's residence in the C-1 and C-4 zones. PAGE 1 MINUTES: 3/6/91 l1WX~ 3. Commissioner Schlangen expressed concerned that the ordinance would allow manufactured housing only in limited area where there were few roads or utilities. Kevin Harrison said the City of Redmond Planning Commission was divided over this issue and had developed this ordinance language as a compromise to meet the state requirements, however they intended to form committees to consider the entire issue in depth. Commissioner Throop suggested that a sunset clause be included in the County's ordinance to force a review of the ordinance to see what progress the City of Redmond was making. Chairman Maudlin opened the public hearing. There being no one who wished to testify, the public hearing was closed. MAUDLIN: Ask for first and second reading by title only. SCHLANGEN: I so move. VOTE: THROOP: SCHLANGEN: MAUDLIN: amend Ordinance 91-012 by adding a Jause for June 30, 1992. YES YES YES Chairman Maudlin announced that the amended ordinance would be considered for adoption at the Board's March 13, 1991, meeting. FOUR RIVERS VECTOR CONTROL DISTRICT PLAN Before the Board was approval of the Four Rivers Vector Control District Annual Work Program. Dave Leslie said there were three issues over which the Board had expressed concern: (1) ODF&W approval of the plan; (2) the use of fixed wing ultra light aircraft for the adult side program, and (3) contracting to spray outside of the district PAGE 2 MINUTES: 3/6/91 0106 0614 boundaries. He said a letter had been received from the Portland ODF&W office approving the plan. It did not mention the fixed wing aircraft, so he would be double checking this issue with them. He also suggested taking this issue to the Basin Resource Committee for their recommendation. THROOP : I would move that we go ahead and approve the annual work program with two caveats, one is that we ask the Basin Resource Committee to look at the spraying of material on adults by fixed wing aircraft before we sign off on that provision. Just ask the vector control district, ODF&W, and Deschutes Basin Resource Committee to touch bases one time and give us feedback on that; and then secondly, to ask the Four Rivers Vector Control District to work with the County Legal Counsel after the current season, next fall, prior to the next season, to check on that contracting issue. SCHLANGEN: Okay, you'll get a second. Commissioner Maudlin expressed concern about whether there was enough time for the vector control district to meet with the Deschutes Basin Resource Committee before the spraying had to be done. Bruce Landolt, Director, Four Rivers Vector Control District, said they wouldn't have to start using ultra light aircraft to spray the floodwater mosquitoes until mid-June or early July. He said there would be time to work with the Deschutes Basin Resource Committee prior to that time. VOTE: THROOP: YES SCHLANGEN: YES MAUDLIN: YES 4. REVOCABLE PERMIT AND DEVELOPMENT AGREEMENT WITH THE CITY OF BEND Before the Board was chair signature of a Revocable Permit for use of the alley behind the County Community Health Building and a Development Agreement with the City of Bend for the Nurses Annex. ASSESSMENT AND TAXATION GRANT Chairman Maudlin said that the Assessment and Taxation Grant had been signed and sent to the Department of Revenue the previous day. WEEKLY WARRANT VOUCHERS Before the Board were weekly bills in the amount of $205,863.56. THROOP: Move approval subject to review. SCHLANGEN: Second. VOTE: THROOP: YES SCHLANGEN: YES MAUDLIN: YES PGT REQUEST FOR SUPPORT OF HB 2774 Before the Board was a letter from Marvin Fjordbeck of Lane Powell Spears Lubersky Law Offices requesting that the Board write a letter in support of HB2774 concerning Workers' Compensation Insurance for Pacific Gas Transmission Company. Commissioner Maudlin said that without this legislation, every contractor and subcontractor on the project would have to provide Workers' Compensation Insurance and do the bookkeeping involved. He felt that everyone would have to pay a higher rate under these conditions. MAUDLIN: I think we should send a letter of support on this House Bill. THROOP: So moved. SCHLANGEN: Second. VOTE: THROOP: YES SCHLANGEN: YES MAUDLIN: YES UPDATE ON PGT-PG&E PIPELINE EXPANSION PROJECT Wayne Gluesing, contract right-of-agent from their Bend office, introduced himself and said his territory started five miles southeast of Bend and continued to the Oregon/California state line. Another right-of-way agent had the area from the Crooked River to five miles southeast of Bend. They were contacting all property owners along the line from the Canadian Boarder to the end in California. Where there was existing right-of-way, they were showing why they could build PAGE 4 MINUTES: 3/6/91 i . Cc J 16 a second line without another easement being obtained. Per the Easement agreement, they would put in a heavy wall pipe where the unnamed road west of Darlene Road would be extended to cross the transmission line right of way. He was 99% sure that the project would go forward, and that the Deschutes County section was scheduled for 1993.
