Also present were Bruce White, Assistant Legal Counsel; Brad Chalfant, Property Manager; Sue Brewster, Assistant Legal Counsel; and Larry Rice, Public Works Directors. 1. 2. CONSENT AGENDA Consent agenda items before the Board were: #1, approval of Deschutes County Children and Youth Services Commission Plan Amendment to the 1990-91 Great Start Plan; #2, signature of Personal Services Contract with Central Oregon Community College for classes for child care providers from Great Start Funds; #3, approval of terms for the Deschutes County Children and Youth Services Commission; #4, signature of Petition to Vacate a portion of Ferguson Road; #5, approval for Public Works to apply to DEQ to process fuel contaminated soils at Knott Landfill; #6, approval of Amendment #24 to the 1989-91 Intergovernmental Agreement with the Mental Health Division; #7, signature of Resolution 91-015 declaring computer equipment to be surplus; #8, signature of two Easements along Deschutes Market Road to Central Electric Cooperative; #9, signature of order 91-044 amending Order 90-137 canceling an assessment for John Boyle; #10, signature of Order 91-043 establishing Concorde Lane as a road name; #11, signature of subdivision plat for Holliday Park/Section Addition off Purcell Blvd for Clyde Purcell; #12, chair signature of Liquor License Application for SPEEDEE MART on South Highway 97. Coe and Donna B. Coe for county property sold at the Sheriff's sale. The deed was being redone to include Donna Coe's name. MAUDLIN: Entertain a motion for signature. SCHLANGEN: So moved. VOTE: THROOP: Excused SCHLANGEN: YES MAUDLIN: YES RESOLUTION 91-016 FORECLOSURE FOR LID ASSESSMENT Before the Board was signature of Resolution 91-016 initiating foreclosure proceedings on Block 1, Lot 19, Lower Bridge Estates for an LID assessment lien. This was a test case for this process. There were several other lots in the same circumstance which would be foreclosed on in the future. SCHLANGEN: I'll move signature. VOTE: THROOP: Excused SCHLANGEN: YES MAUDLIN: YES PERSONAL SERVICES CONTRACT WITH CH2M HILL Before the Board was signature of a Personal Services Contract with CH2M Hill to: 1) visit sites and evaluate existing recycling facilities at Knott Landfill and Southwest Transfer Station, 2) review and analyze recycling data and systems, 3) review proposed facility expansion plans, 4) meet with franchisers, Bend Recycling Team, and the County to discuss proposed collection system and relate to facility needs, 5) meet with the Board of County Commissioners to present observations, and 6) prepare a summary executive letter report, listing findings, observations, system and facility needs. PAGE 2 MINUTES: 3/20/91 0:06 06 "I'S Larry Rice said the recycling program was currently being subsidized by Deschutes County in excess of $400,000 a year. The operating losses for Bailey and Brownrigg for on-route collection for recycling were $50,000 a year. He said that 61% of the recyclables brought to the landfills were from self-haulers. Half of the wood waste being processed into mulch and groundcover and would be diverting 170,000 cu. yds. a year from the sanitary landfill. SCHLANGEN: I move signature of Personal Services Contract.
