DESCHUTES COUNTY BOARD OF COMMISSIONERS-c-,
June 3, 1991 Chairman Maudlin called the meeting to order at l0 a. Board
members in attendance were Dick Maudlin, Tom Throop, and Nancy Pope
Schlangen. Other staff present were: Karen Green, Community
Development Director; Frank Moore, Mental Health Director; Larry
Rice, Public Works Director; Kevin Harrison, Senior Planner; Bruce
White, Assistant Legal Counsel and Jana Snowball, 9-1-1.
ORDER 91-076 CALLING UP HEARINGS OFFICER'S DECISION ON TWIN BRIDGES
SITE PLAN
Before the Board was signature of Order 91-076 which would call up
for review by the Board the decision of the Hearings Officer in SP-
91-18 concerning the site plan for the Twin Bridges surface mining
site.
Karen Green and Bruce White indicated that there were outstanding
issues which needed to be resolved: (1) the area to be included
in the conservation easement; (2) the timing of the recording of
the conservation 'easement; and (3) whether mining can continue
after the recording of the conservation easement. Negotiations
were ongoing with Bend Aggregate's attorney, and an agreement could
be reached without an appeal to the Board being filed.
Commissioner Maudlin felt that the parties involved were in
agreement, and therfore there was no need to review the Hearings
Officer's decision on this matter. Karen Green and Bruce White
continued to recommend that the decision be called up for review
as a precautionary move.
