1991-24838-Order No. 91-098 Recorded 8/9/199191-24835 BEFORE THE BOARD OF COUNTY COMMISSIONERS ACTING AS THE GOVERNING BODY OF 911 COUNTY SERVICE OF DESCHUTES THE DESCHUTES DISTRICT LEGAL COUNSEL C REVIEWED P(JL,J nUNTY COUNTY An Order Authorizing the Construction of * 0107 061"361 an Addition to the Existing Deschutes County * ` 911 County Service District Facility Gr f f; ORDER NO. 91-098 -. r WHEREAS, the Deschutes County 911 County Service Ltsrt (District) is a Service District duly organized and t6f, provisions of ORS Chapter 451; and cs"t WHEREAS, the District operates a 911 communication facility and finds it necessary to enlarge the existing facilities used by the District in order to adequately perform its functions; and WHEREAS, ORS 451.485 requires that the governing body of the District approve an order authorizing the construction, maintenance and operation of such facilities and to determine the manner of financing for such construction; now therefore, THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, ORDERS as follows: Section 1. That the District operate a 911 service facility located on the premises of the Deschutes County Rural Fire Protection District #2 facility at 62420 Hamby Road, in Deschutes County, including providing for 911 response and dispatch services and to construct, maintain and operate such facilities as are necessary at that site to accommodate those services. The existing facility and service equipment located at that site, including communications equipment, are hereby acknowledged. The District is specifically authorized to proceed immediately with the construction, maintenance and operation of a proposed addition of approximately 1000 square feet to the aforementioned Rural Fire Protection District facility for an office and communications room expansion and to remodel approximately 470 square feet of the existing facility for a break room and conference room to facilitate providing 911 communication services. Section 2. That the construction, maintenance and operation of the proposed addition and remodel shall be financed pursuant to the amounts budgeted for such construction in the District's 1991-1992 budget., Section 3. That the District shall pay 100% of the costs of the construction of the proposed addition to the Rural Fire Protection District building. 1 - ORDER NO. 91-098 (8/07/91) AKEY CH � 1991 010'7 0032 Section 4. That services provided to areas outside the district constitute a negligible percentage of the District's total service load and that consequently no part of the payments received from areas outside the District shall be allocated toward payment for costs of constructing this facility. Section 5. The Board finds that the District currently occupies facilities owned by the City of Bend and shared with Deschutes County Rural Fire Protection District #2 and that the District's renovations and capital improvements up to this point constitute the District's fair and equitable contribution to the construction of that existing facility. Construction of the new addition will be financed entirely by the District. Section 6. The District Director is authorized to invite bids on behalf of the District and take whatever additional action is necessary to obtain the services of a contractor to build the addition to the facility. Section 7. This order shall be final on October 6, 1991. DATED this 1� day of August, 1991.
