WHEREAS, the Board of County Commissioners of Deschutes
County, Oregon (the "Board ") (hereinafter referred to as "County "),
has determined that there is a need to acquire and construct jail
and related facilities for the County (the "Facilities "); and
WHEREAS, upon notice duly given, the Board conducted a public
hearing on September 3, 1991, in accordance with ORS 287.055; and
WHEREAS, the costs of the Facilities are estimated to be not
more than $9,500,000; now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
DESCHUTES COUNTY, OREGON, as follows:
Section 1. A special election is hereby called for the
purpose of submitting to the qualified voters of the County the
question of contracting a general obligation bonded indebtedness in
the name of the County in a sum not to exceed $9,500,000. Bond
proceeds will be used to acquire property, finance costs of the
Facilities, and to pay costs incidental thereto. The bonds shall
mature over a period of not more than twenty (20) years.
Section 2. The special election hereby called shall be
held in the County on November 5, 1991. The election shall be
conducted by the Deschutes County Clerk.
Section 3. The County shall cause to be delivered to the
Deschutes County Clerk the attached "Notice of County Measure
Election," marked Exhibit "A ", attached hereto and by this

reference incorporated herein, not later than 61 days prior to the
election. The Deschutes County Clerk is directed to give the
electorate of the Count appropriate notice of the election.

*SUMMARY
This measure authorizes Deschutes County to issue up to $9,500,000
of bonds to acquire property, finance jail and related facilities and
to pay related costs. County will build j ail cells to lock -up a
minimum of 100 additional convicted criminals. New jail facilities
will eliminate current early release of prisoners. The bonds would
be general obligations of Deschutes County and would mature over a
period of not more than 20 years.
